“This House strongly recommends the Government to immediately set up a High-Level Inquiry Commission under Retired High Court Judge with Experts from various fields as its members to investigate the cause of Fire Incidents in Mhadei Wildlife Sanctuary, Eco Sensitive Zones, Hills and Forest Areas. "The High-Level Commission should be given the mandate to investigate the "Conspiracy Angle" as well as conduct a "Scientific Study" to find the cause of the devastating Fires in Mhadei Wildlife Sanctuary, Eco Sensitive Zones, Hills and Forest Areas.”

Stop the unjust customs

“This House strongly recommends the Government to take immediate steps to stop the unjust customs of widow discrimination, widow abuse and widow isolation in the State. A few Village Panchayats in Goa have taken resolutions against such outdated and inhuman customs and that widows be treated on par with married women. The steps the Government intends to take in co-ordination with Directorate of Panchayats, Municipal Administration, Goa State Women’s Commission and Goa Human Rights Commission to convene Gram Sabhas of Village Panchayats, organize awareness meetings in every city and meetings of various NGOs to express solidarity with widows and to boost their confidence against such obsolete and archaic practices prevailing in the community and recommends Government to contemplate bringing a law to stop such unjust practices.”

The Chieftains of Cuncolim

This House unanimously and strongly recommends that the contents on "The Chieftains of Cuncolim” be introduced at the appropriate stage in the school and college curriculum consequent on the decision of the Government of Goa to celebrate 15th July 1583 (Cuncolim Revolt) as the National War Memorial Day. The  Gaonkar's of Cuncolim stood up to the colonial powers boycotting the colonial  decrees and registered their protests by not paying any revenue to the Government centuries before similar protests and boycotts got popularized as the “non- cooperation movement”. These deeds of courage, valiant struggle and sacrifices of Goan's and specially the people of Cuncolim should be learnt and taught as part of Goa’s political struggle against colonial powers strictly as historical facts without fanning xenophobia of any kind.

Hike the power tariff in the State

The attention of the House is drawn as regards the apprehension of the people as regards the proposal of the Power Department to hike the power tariff in the State, thereby putting a burden on the domestic consumers who is already reeling overburdened due to rising prices and increasing cost of living. Further, the department intends to introduce Smart Meters forcing every consumer to pay without reason, The Government should re-examine both the issues as the government can meet the revenue deficits through alternative means and the Smart Meter installation charge is avoidable and unnecessary. The steps Government will take in this matter

The steps the Government has taken to protect local employment, enforce transport and labour regulations and ensure that these platforms operate within a framework that prioritises Goa’s economic and social interests.”

Master Plan to safeguard the UNESCO World Heritage sites

"The attention of the House is drawn to the urgent need for a Master Plan to safeguard the UNESCO World Heritage sites in Old Goa. Despite the Archaeological Survey of India (ASI) protecting 14 heritage monuments/sites under the Ancient Monuments and Archaeological Sites and Remains Act, 1958, with prohibited and regulated zones, illegal construction attempts persist. A Master Plan and strict enforcement of rules and regulations are essential to preserve these sites. The steps Government will take in this matter."

This is to draw attention of the government to reports that out of the 11 liquor outlets at the Manohar airportexcise, Mopa, 9 are established and run by non-locals. The outlets of the locals are only 2 of the total 11. This is the most disturbing and worrying issue wherein the government itself follows the deliberate trend of providing full and unstinted support and cooperation to non-local and non-Goan businesses even in areas where locals have the willingness, ability and tested credentials. The Chief Minister holds the portfolios of Excise, Civil Aviation and Airports. When all MLAs in the House voice concerns and demand preferential treatment for locals and Goans, these trends definitely cause anxiety  and apprehensions of the practices adopted by the government. The Chief Minister needs to make issues clear to the House.

Noise pollution in coastal belt

Fear and anxiety due to noise pollution in coastal belt and particularly in  Vagator, Baga, Calangute with loud music from hotels, restaurants and clubs till mid-night and post-midnight at some locations. The people are frustrated by filing complaints after complaints every day. This is open defiance to the directives of the High Court and the regulations of the GSPCB. The Hon. Minister may issue strict instructions to the police for enforcement and go for enhanced punitive action.

Limited availability of trained local Home Nurses (Male & Female)

 

This is to draw the attention of the Hon. Chief Minister who holds the portfolio of Skill Development & Entrepreneurship to the limited availability of locals as trained Home Nurses (Male and Female). The demand for Home Nurses as care takers of elderly and patients is on the rise in the state. The cost of 24 hour nursing care at home ranges from Rs. 1800/- to 2500/- in Goa. The Directorate of Skill Development & Entrepreneurship may take steps to initiate and popularise a short-duration course of 6 to 8 months in Home Care Nursing. Any person in the age group of 18 to 45 with a minimum schooling up to Std. VIII be made eligible to join. The Directorate could do this in conjunction with Nursing Institutes, GMC, District Hospitals and Directorate of Health Services.

011C - CURRENT STATUS OF DIVERSION OF MHADEI RIVER

*Will the Minister of Water Resources be pleased to state: 

  1. whether approval for site inspection of Mhadei has been taken from the Karnataka Government by the Goa Government; if so, the details thereof;
  2. whether the Mhadei-Progressive River Authority for Welfare and Harmony (PRAWAH) has completed its inspection regarding the diversion of the Mhadei River; if so, the details of inspections conducted with dates, locations and findings; 
  3. the number of meetings held by PRAWAH and decisions taken with details of the meeting dates, agenda and resolutions; the number of meetings taken by the House Committee of Goa Government constituted to check on Mhadei issue with details of meetings; details of total expenditure incurred towards legal fees/accommodation/travelling/ lodging/ any other expenses in regards to safeguarding Mhadei; 
  4. whether PRAWAH has recorded any illegal/construction work, including underground canals, constructed by the Karnataka Government; if so, the details thereof; the checks adopted by PRAWAH and the Goa Government to ensure that the construction works have approvals/permissions within the limits laid down; and 
  5. the steps the Government has taken to withdraw the Detail Project Report of Mhadei by Karnataka; whether the Government has written to Central Government to withdraw DPR; if so, the details with copies of letters?

*WILL the Minister for Home be pleased to state:

  1. the number of people died and injured in the stampede that took place at the Jatra of Shri Lairai Devi temple in Shirgao village on May 3; whether the injured persons have recuperated fully or have defects and are under treatment with details of all injured persons and their health status;  whether any investigation into the incident was conducted and report prepared thereon; if so, furnish a copy of this report; 
  2. the cause that led to the stampede in accordance with the fact finding Committee appointed by the Government to investigate the stampede; 
  3. whether similar incidents had occurred in the past which had resulted in a woman\'s death due to suffocation in the same area; if so, whether the Government failed to review the past incident and take remedial measures;
  4. the action taken against the officers that failed to adhere to guidelines of National Disaster Management Authority (NDMA) before the Jatra with names, designation and present posting of the officers against whom action has been taken and whether Department has booked them for their failures; and
  5. the measures the Government intends to take to avoid such incidents in religious/other programs in future?

*WILL the Minister for Finance be pleased to state: 

  1. the company wise details of the total amount of Green Cess collected and the dues of the same recoverable since inception under The Goa Cess on Products and Substances Causing Pollution (Green Cess) Act/Rules, 2013; the steps taken by the Government for recovery of dues in the last five years prior to 6th February 2025; and separately the steps taken after 8th February 2025 till date, in tabular format; the timeframe by which the Government intends to complete all pending assessments, issue demand notices and complete the recovery of pending revenue; the reasons for the unexplained delays, if any, in initiating timely assessments and issuing notices;
  2. the date the Green Cess has been implemented and the number of companies/individuals registered under the law till date; the details of such companies /individuals that are registered and those that are not registered indicating Cess not paid, already paid and action taken against them by the appropriate authority; furnish copies of all communications/correspondence sent to defaulting companies regarding recovery of pending cess under the Act and whether any follow-up action has been taken in case of non-compliance; 
  3. whether the Government has sought complete data on all polluting products and substances handled at the Mormugao Port Authority over the last five years; if so, the details of all such substances/product categories handled annually; whether these were brought under cess assessment with copies of any Assessment Reports or revenue estimates prepared by the Commercial Tax Department along with dates and signatories of assessments; 
  4. the details of all Demand Notices issued under the Act till date such as date of issuance, name of the company, amount demanded, period of default, current status (whether recovered, pending, disputed, or written off); and 
  5. the company-wise details in tabular format of all pending receivables of Green Cess with serial number, name of the Company, amount pending, Financial year, period of default, whether interest or penalty is applicable, action taken (if any), the reasons for pendency (e.g. delay in assessment, political interference, legal stay, etc.) and the efforts made by the Department for recovery?

WILL the Minister for Public Works be pleased to state:

  1. the number and names of road works awarded within the Cuncolim Constituency for the period from 2021 to 2024-25, along with the presence status of each work;
  2. the names and details of the works which were awarded to M/s Jolly Construction, M/s Haable Constructions and M/s Samarth Construction, such as estimates, actual cost measured,  payment effected, and presence status of the works; furnish the registration details such as full name, registration number, class of contractor and whether the firm is proprietary/partnership/ along with names of partners/directors /proprietors;
  3. the total expenditure incurred on the road MDR 40 (Taiz Gundo to Paroda bridge via Conception Church, Paroda) for the last five years; 
  4. the details of estimates pertaining to these roads, such as whether the estimate was prepared for - raising height of the road, for diversion, provision for proper water flow, the provision of culverts as provided wherever required for proper water flow and whether same is executed and verified prior to making payments for this work; and
  5. whether all these bills pertaining all the works of all these three contractors are settled after thorough check and prescribed test check by concerned authority; if so, provide photographs/maps before executing and after executing; the reasons for flooding in the areas of Paroda; and whether any report was carried out for constant logging of water in the area?

140 - ENCROACHMENT IN WRD LAND AT MULEM VILLAGE

WILL the Minister for Water Resources be pleased to state:

  1. the present status of the complaint lodged against Mrs. Seema Dias of M/s Jolly Metals at Quepem Police station for encroachment in the Government acquired property for establishing stone crushing unit on Government acquired land belonging to Water Resource Department acquired for the purpose of construction of “distributary D2- D3 combined canal” of Selaulim irrigation project in Survey No 155 of Village Mulem Salcete Goa, as replied in Unstarred LAQ No: 119 replied on 19/07/2022;
  2. the details of proprietor/partners/directors of M/s Jolly Metals and the official address of the concerned; the details of original owners/persons having other rights in the said survey no-155 of village Mulem prior to its acquisition by the WRD/Government and the initiatives that are taken by the Government /department for carrying out mutation accordingly;
  3. furnish a copy of latest Form I & XIV and the details of owner, persons having other rights as mentioned in the said form;
  4. whether the above said land now belongs to WRD; whether the department is serious to utilise this land for the purpose it was acquired; if so, the action taken by the WRD to complete the project in question; the appropriate method other than lodging a complain at police station, to utilise this land immediately for the intended project, and whether this matter has been taken to any other department to evict M/s Jolly Construction; whether this fact of encroachment of land and establishing crusher in Government land without No Objection Certificate of Department was brought to the notice of Industries department for cancelling its registration for processing/manufacturing activities of crusher; if so, the details thereof; if not, the reasons therefor; and
  5. the details of matter pending before the Hon’ble High Court of Bombay at Panaji (Writ Petition No, Copy of Writ petition/replies) wherein Mrs Seema Dias had challenged the demolition of structure; furnish a copy of stay order and the efforts the department has taken to vacate the stay inorder to complete the project of WRD for which the land was acquired; whether these facts for which this land was acquired was brought to the notice of Hon’ble High Court; if so, furnish copies of affidavits/replies filed before the court in this matter?
