“This House strongly recommends the Government to immediately set up a High-Level Inquiry Commission under Retired High Court Judge with Experts from various fields as its members to investigate the cause of Fire Incidents in Mhadei Wildlife Sanctuary, Eco Sensitive Zones, Hills and Forest Areas. "The High-Level Commission should be given the mandate to investigate the "Conspiracy Angle" as well as conduct a "Scientific Study" to find the cause of the devastating Fires in Mhadei Wildlife Sanctuary, Eco Sensitive Zones, Hills and Forest Areas.”

Stop the unjust customs

“This House strongly recommends the Government to take immediate steps to stop the unjust customs of widow discrimination, widow abuse and widow isolation in the State. A few Village Panchayats in Goa have taken resolutions against such outdated and inhuman customs and that widows be treated on par with married women. The steps the Government intends to take in co-ordination with Directorate of Panchayats, Municipal Administration, Goa State Women’s Commission and Goa Human Rights Commission to convene Gram Sabhas of Village Panchayats, organize awareness meetings in every city and meetings of various NGOs to express solidarity with widows and to boost their confidence against such obsolete and archaic practices prevailing in the community and recommends Government to contemplate bringing a law to stop such unjust practices.”

The Chieftains of Cuncolim

This House unanimously and strongly recommends that the contents on "The Chieftains of Cuncolim” be introduced at the appropriate stage in the school and college curriculum consequent on the decision of the Government of Goa to celebrate 15th July 1583 (Cuncolim Revolt) as the National War Memorial Day. The  Gaonkar's of Cuncolim stood up to the colonial powers boycotting the colonial  decrees and registered their protests by not paying any revenue to the Government centuries before similar protests and boycotts got popularized as the “non- cooperation movement”. These deeds of courage, valiant struggle and sacrifices of Goan's and specially the people of Cuncolim should be learnt and taught as part of Goa’s political struggle against colonial powers strictly as historical facts without fanning xenophobia of any kind.

Hike the power tariff in the State

The attention of the House is drawn as regards the apprehension of the people as regards the proposal of the Power Department to hike the power tariff in the State, thereby putting a burden on the domestic consumers who is already reeling overburdened due to rising prices and increasing cost of living. Further, the department intends to introduce Smart Meters forcing every consumer to pay without reason, The Government should re-examine both the issues as the government can meet the revenue deficits through alternative means and the Smart Meter installation charge is avoidable and unnecessary. The steps Government will take in this matter

Noise pollution in Assagao and coastal belt

Fear and anxiety due to noise pollution in coastal belt and particularly in  Assagao by one KIKIs Bar and Restaurant playing music late nights spilling into early morning  beyond permissible decibels. Noise pollution in this area and coastal belt impacts the studies of students, health of senior citizens and also impacts on autistic children who suffers from sleep disturbances and convulsions due to the loud noise.  The people are frustrated by filing complaints after complaints every day. This is open defiance to the directives of the High Court and the regulations of the GSPCB.No location should be a 24x7 entertainment zone. There is the right of peaceful living. The threat eminates in Baga- Calangute- Candolim belt; Anjuna-Vagator-Ozran belt; Morjim- Ashvem-Mandrem and Agonda-Palolem belts.The Hon. Minister may issue strict instructions to the police for enforcement and go for enhanced punitive action.

Fish meal Pollution, Hazardous waste and encroachment in Cuncolim Industrial Estate

The attention of the House is drawn to the issue of grave and escalating civic and environmental crisis due to the pollution in Cuncolim Industrial Estate and its surrounding areas because of untreated water released by fish meal plants in open areas. The Effluent Treatment Plants (ETP) of the fish meal units are not in working conditions resulting in untreated discharge posing threats to health and contamination of sources of water. There is fear and anxiety due to  approvals to additional fish meal plants outside the industrial area.

Further, heaps of hazardous waste dumped at different locations in the industrial estate and vicinity poses risks to life, safety and security, more particularly during monsoon as the hazardous materials contaminate nearby streams and water bodies. It was assured in the House that the hazardous waste would be removed by September 2025 but no action is action.

Also, there is fear and anxiety due to one M/s Shirdi Steel Re-Rollers Private Limited Company encroaching land of Sociedade in Cuncolim for its extension and despite Civil Suit is pending before court in regard to ‘lease and default of payment’, the said company is carrying out work illegally.

The steps the Government intends to take in all these matters.

High Air Quality Index in major towns of Goa

Fear and anxiety due to Air Quality Index in major towns namely Panaji, Porvorim, Mormugao, Bambolim reporting “Unhealthy” levels in the first week of January, 2026. The levels of AQI  were in the range of 163 to 178 in these four major towns. Though the trend in the current week shows improvement, the AQI levels still continue to be Poor or Moderate as the index is in the range of 100 and above. This has put the people to health risks like respiratory, heart diseases and premature deaths. Steps the government proposes to reduce the pollution levels taking serious note of the AQI levels above 100.

Proposed revival of project by Housing Board in Panzorconi-Cuncolim

Fear and anxiety in the minds of people due to the revival of the proposal of establishing a Housing Board project at Charam Moddi, Panzorconi in Cuncolim constituency. The land was acquired in the 1990s but the project was scrapped due to community resistance. This project could seriously impact the village\'s social and cultural fabric. The proposed land is presently used as play-ground for different sports by locals, and a project here would deprive them of these facilities. The proposed project also threatens heritage, environment, and traditional way of life. The locals are agitated. Any new housing project could alter the demography and put a strain on the village\'s resources like water, electricity, and infrastructure. Before taking any steps the locals should be taken into confidence and Government should work in their interest and welfare. The steps government intends to take in this matter.

Fear and anxiety due to the acute shortage of beds at the South Goa District Hospital in the Medicine Ward both Male and Female. Patients are treated on stretchers and wheel-chairs. It is a pathetic scene and not befitting a District Hospital. The government may take immediate steps to provide the minimum requirement at SGDH.

001A - INSTRUCTIONAL HOURS UNDER NCrF AND NEP

*WILL the Minister for Education be pleased to state:

  1. in view of the reply given to Starred LAQ. No. 003B answered on 28/07/2025, stating that the mandated 1,200 annual learning hours include components beyond classroom teaching, and the reply given to Starred L.A.Q. No. 004A answered on 13/01/2026, wherein a figure of 1,100 instructional hours has been stated, furnish the details--copy of the relevant notification or provision-- whether the National Credit Framework (NCrF) or any State-notified guideline prescribes 1,100 minimum instructional hours; 
  2. the exact break-up of the 1,200 annual learning hours, clearly indicating the hours allocated to (i) in-class academic instruction, (ii) assignments and home study,   (iii) sports and physical education,   (iv) arts and co-curricular activities and (v) skill-based or experiential learning, along with the guidelines issued to schools for uniform implementation across the State;
  3. whether arts education, physical education and vocational/skill modules are included within instructional hours, as per NCrF, and if so, how these have been accounted for while arriving at the figure of 1,100 hours;
  4. the steps that the Government will take or has taken to ensure that student workload, compliance under NEP, and academic accountability are adhered for uniform application in all institutions;  and whether the Government proposes to issue clear instructions to ensure that Schools, parents and students are not misled regarding mandated instructional hours; and
  5. whether the structural audit of Schools has been done, if so, provide School-wise details in tabular format and if any incidents of collapse or failure of school infrastructure—including roofs, false ceilings, fans, or other building components—have occurred in any School in the State during the last five years; if so, the details of such incidents, including names of schools, number of students injured (if any) and the action taken against responsible officials or contractors; whether structural safety audits of school buildings have been conducted; if so, the details thereof along with copies of audit reports and names of schools which were repaired during the school hours—while students were in the class?

*WILL the Minister for Environment and Climate Change be pleased to state: 

  1. whether the Revenue Department has stated in its reply during the last session that the Birch site is a salt pan governed by CRZ regulations, and whether the Environment Department has, in a separate reply, stated that the said site lies outside the CRZ; 
  2. the scientific, legal and technical basis on which the Environment Department concluded that the Birch salt pan / water body is outside the CRZ, including the reports, surveys, maps or expert opinions relied upon;
  3. whether any site inspection, joint survey or inter-departmental study was conducted between the Revenue, Environment and CRZ authorities before arriving at this conclusion, and if so, furnish copy of the report placed on the Table of the House, and if not, the reasons for the same;
  4. whether the CZMP, satellite imagery, tidal data or historical land records were examined while determining the CRZ status of the said site, and the findings thereof; and
  5. the steps Government has taken to ensure inter -departmental coordination on CRZ classification?

d.     the details of Consumers whose Cases are referred to the Revenue Court indicating the present status in each of the case? and whether there are instructions given to staff to inform consumers before disconnecting power supply, if yes provide details of same whether there is exclusive mobile number for same; and

Sir, 

The details of installations under Domestic, Commercial and Industrial category whose installations are permanently disconnected in the last five years for non-payment of dues are as per enclosed Annexure I.

(b)

furnish detail list of consumers (Domestic, commercial, industrial) whose arrears are Rs.1.00 lakh and above, also provide details of disconnection of meter done for non-payment of dues for last two years along with their dues;

 

 

The details of defaulters having dues of One Lakh and above and disconnections done/ in progress, under Domestic, Commercial and Industrial category for last two years are as per enclosed Annexure II.

(c)

the details of the Consumers, Domestic, commercial, industrial, whose Energy charges, interest, penalty etc. are waived by the Electricity Department under One Time Settlement Scheme along with the reasons for granting the waiver in each case;

 

The details of consumers (Domestic, Commercial and Industrial) who are benefited under One Time Settlement Scheme, 2022, are as per enclosed Annexure III.

Further, the government had formulated One Time Settlement Scheme (OTSS), 2022, for all consumers of electricity department so as to recover the long pending outstanding dues of consumers. As the department carried out disconnection drive of the defaulting consumers, more consumers were approaching the department requesting to launch OTSS. Temporarily Disconnected, Permanently Disconnected and RRC consumers had also come forward to request OTSS. So, in order to offer one-time measure for liquidation of past disputes with power bills and to provide opportunity of voluntary disclosure to long standing arrears, OTSS 2022 was implemented.

 

(d) 

the details of Consumers whose Cases are referred to the Revenue Court indicating the present status in each of the case? and whether there are instructions given to staff to inform consumers before disconnecting power supply, if yes provide details of same whether there is exclusive mobile number for same; an

 

The details of the defaulters whose cases are referred to Revenue court/ pending before the recovery authorities are as per enclosed Annexure IV.

 

Further, it is to state here that the Executive Engineer (Electrical) for HT installations and Assistant Engineer (Commercia) for LT installations are appointed to exercise and perform all the powers and functions of Collector for recovery of dues under the Revenue Act. The same is notified in the Official Gazette, Government of Goa, Series II No. 43 vide notification no. 6-1-2021-RD-II/6579 dated 06.01.2025.

The Department is in the process of formulating SOP and procedures for training the officials in the matter.

 

Further, the instructions are given to staff to inform consumers before disconnecting power supply.

The Electricity Department adheres to the Electricity Supply Code, 2018, and under clause 9.1 of the same and as per provisions under section 56 of Electricity Act 2003, 15 days disconnection notices are served to the consumers.

Also, it is printed on the back of the Electricity Bill issued to consumers for their information that failure in regular payment of the electricity bill amount would attract disconnection of the power supply.

Further, the Line staff also normally orally informs the defaulting consumers before disconnection.

a.     the current status of ongoing underground cabling projects across the state and its completion timelines; 

b.     whether the roads dug for the cause have been instructed to mend, if so, provide details of roads mended by the contractor;

c.     whether any steps taken by the Government to ensure timely completion and quality of underground cabling work?

d.     the total work of laying cables completed and work pending in the constituency, provide details in kilometre and the cost incurred after each kilometre for laying cables; and

e.      the names of officers/supporting staff, area wise, monitoring this work ?
