“This House unanimously resolves and strongly recommends the Government to establish mandatory guidelines and a comprehensive framework to identify and affirm the essential public utility and administrative significance of Government properties. In recognition of their critical role in operational, developmental and emergency related functions, it is further recommended that all Government properties within the jurisdiction be accorded statutory protection. This includes ensuring uninterrupted access through an unobstructed vehicular easement, free from encroachments, unauthorised constructions, or any form of impediments that may hinder access.”

Delay in the construction of Bicholim Bus Stand

Fear, anxiety, and confusion grip the minds of Bicholim\'s people regarding the snail-paced and lethargic work on the Bicholim Bus Stand. The construction of the Bicholim Bus Stand commenced in April 2022.

We had thought—and had been promised—that the project would be completed within two years, as stated in the work order. Hence, we offered no suggestions for changes to the original design or structural reforms. We understand that governance is a continuous process, so we have extended our full cooperation and patiently awaited its completion.

In 2023, we raised a question in the Hon\'ble Goa Legislative Assembly about the slow progress, as work on the project had halted entirely for several months. We repeatedly highlighted the delays during zero-hour sessions and conducted multiple joint inspections. Despite my best efforts to make the department proactive, I am deeply saddened that it is now the third year, and the project remains only approximately 70% complete, with substantial work still pending.

These are essential public utility projects that demand immediate action, efficient financial support, and proactive construction techniques—to deliver the promised utility to people who have placed their trust and confidence in the government.

The people of my constituency have suffered immensely. They endure a tin-sheet-protected shelter in scorching sun and relentless rain; shop owners run their businesses from tiny, makeshift setups while half-baked in the heat; and buses, regular commuters, and students using the facility have faced ongoing hardship.

My sincere request to the Government: There has already been far too much delay in constructing the Bus Stand. I urge the Government to immediately engage additional workforce to significantly boost efficiency and expedite completion.

Fear, Anger and resentment in the minds of people of Nandoa, Latambarcem, Part of Sal and surrounding area in Bicholim Constituency,  monkeys are posing a serious threat to Livelihood, life, agricultural produce and even kids in this region, i have also raised zero hour previously in the assembly, and this assembly i have asked question,, i will like the Govt to provide me with categorical action points the Govt intends to take in this matter.

Redefining and restructuring the mining lease area

Residents of Lamgao and Mulgao villages in Bicholim are gripped by fear, apprehension, distrust, and depression due to the government\'s inability to exclude domestic structures—such as houses, temples, and the panchayat house—from the current mining lease demarcation area.

I have repeatedly raised this plight in previous Assembly sessions through questions and zero-hour mentions, receiving a categorical assurance that the government would respect the sentiments of these residents. Regrettably, no action has followed.

These lease boundaries are predated and redundant, predating even the Portuguese era. I earnestly urge the government to redefine them afresh, constitute an action committee, and resolve this long-pending issue once and for all by excluding the entire residential and religious areas of these villages from the mining lease. I further request the Minister to prioritize this matter on an urgent basis

There is growing anxiety and fear among our people of Goa following the recent High Court directives regarding the widening of district roads, state highways, and rural roads. Many residents and business owners are in a state of panic, worried that their homes and commercial establishments may be demolished in the process, as they have received notices for the same.

I urge the Government to take proactive and compassionate measures to safeguard the interests of the affected citizens while implementing these necessary infrastructure improvements. I request that the Govt. to ensure full transparency, and consult with the public whenever needed and be considerate.  It is crucial that no arbitrary or blanket demolitions are undertaken, and that the dignity and rights of our people are respected and upheld.

The steps the Govt intends to take in this matter.

Shortage of intake seats for the electrical stream in the Industrial Training Institute.

I rise to voice the Rising frustration among students seeking admission to ITI in Goa, especially for the electrical stream at ITI Bicholim, is becoming a major concern. The number of available seats in this stream is significantly less compared to the growing demand. This situation is disheartening for students who are eager to build a career in the electrical field, given the vast scope and excellent employability prospects associated with this trade.

The electrical stream is one of the most promising in terms of skill development and job placement opportunities. Students who Pass out from this stream often find employment in various sectors, including government projects, private companies, major infrastructure developments, and self-employment avenues. The low intake capacity is thus acting as a barrier for deserving and enthusiastic candidates to access valuable vocational training.

In this context, I urge the Skill Development Department to recognise the urgent need to address this matter. I request them to provide an additional classroom for the electrical stream at ITI Bicholim and to increase the number of admissions accordingly. This step will not only fulfill the aspirations of the students but also contribute meaningfully to the skilled workforce of Goa.

*WILL the Minister for Tourism be pleased to state:

  1. whether the Government has formulated any policy, scheme or action plan to promote Hinterland Tourism in the State of Goa, more particularly in the Bicholim Constituency; if so, the details thereof; the steps taken by the Government to identify, develop and promote hinterland tourism destinations in Bicholim, including heritage sites, temples, lakes, forests, rivers, traditional villages, eco-tourism spots and cultural attractions;
  2. whether any infrastructure development works, such as improvement of approach roads, parking facilities, sanitation facilities, drinking water, street lighting, signages, public conveniences and last-mile connectivity have been undertaken or proposed to support Hinterland Tourism in the said constituency; if so, the details along with timelines;
  3. whether the Government proposes to provide any relaxation or reduction in licence fees, permissions and renewal charges for homestays, eco-tourism units, farm tourism, heritage tourism and small tourism-related entrepreneurs in the hinterland areas, particularly in view of the recent hike in licence fees; if so, the details thereof; whether the Government proposes to extend incentives, subsidies or financial assistance such as marketing support, skill development and training, soft loans, power tariff concessions, water charges concessions, tax reliefs, or single-window clearance facilities to local youth, self-help groups and traditional communities to encourage participation in hinterland tourism; and
  4. whether the Government has undertaken or proposes to undertake any publicity and promotional activities, including digital promotion, tourism circuits, festivals and events, to attract domestic and international tourists to the hinterland areas of Bicholim; and the time-frame within which the above measures are proposed to be implemented?

i. Name of the operator/establishment,

iii. Type of activity permitted,

iv. Date of licence granted and period of validity;

(b) the list of mandatory No Objection Certificates (NOCs) required from various Government Departments/Authorities for operating such water parks and water-based recreational facilities in Bicholim Taluka, including but not limited to:

i. Town and Country Planning Department;

ii. Fire and Emergency Services;

iii. Goa State Pollution Control Board;

iv. Water Resources Department;

v. Public Works Department;

vi. Electricity Department;

vii. District Administration / Collectorate;

viii. Police Department;

ix. and whether all the licensed units have obtained valid NOCs from the concerned departments;

(c) the safety norms, guidelines and precautionary measures prescribed and enforced by the Department of Tourism to ensure the safety of users/consumers at such touristic and recreational premises; the steps taken to prevent man-made calamities, in the light of recent incidents such as the one reported at Berch by Romeo Lane;

(d) whether joint safety audits and inspections are conducted by the Department of Tourism in coordination with other concerned departments to assess safety standards at water parks and recreational water facilities in Bicholim Taluka; if so, the details of such joint safety audits conducted during the last three years, year-wise, indicating:

i. name and location of the establishment inspected,

ii. date of inspection;

iii. departments involved;

iv. names and designations of officers who conducted the safety audit;

v. major observations and deficiencies were pointed out; and

(e) the action taken against defaulting operators, including issuance of notices, suspension or cancellation of licences, penalties imposed, if any; and the steps proposed to strengthen safety enforcement in such recreational and tourist facilities in the interest of public safety?
