“This House strongly recommends the Government to take effective measures to significantly enhance domestic and International air connectivity by increasing flight operations by strengthening operational, infrastructural and regulatory requirements to and fro from the State of Goa through Dabolim and Manohar International Airport, Mopa; to encourage airlines to introduce direct connectivity from emerging domestic cities and new international markets and by exploring appropriate facilitation mechanisms within the framework of existing policies to attract airlines to operate new routes to Goa and to ensure balanced utilization of both airports by strategically planning routes, timings and airline operations in order to maximize passenger convenience in order to strengthen tourism, trade and overall economic growth.”

The Government to clarify that it has a regular mechanism to monitor the functioning, activities and performance of SHGs, and whether their efficiency and outcomes are periodically assessed and what platforms, markets, exhibitions, procurement opportunities and other avenues are being provided to SHGs to promote and sell their products and services, and what measures are being taken to ensure that these groups become economically sustainable and self-reliant.

Ministers Reply“Attention of the House is drawn as regards the anxiety in the minds of locals from the Siolim Constituency, as there is a Shortage of drinking water supply to the people of Siolim Constituency. Many households are receiving water supply for very limited hours, while some areas are not receiving any supply at all for days together. This situation has adversely affected daily household activities and has raised serious health and hygiene concerns. The steps the Government intends to restore a regular water supply to Siolim village”.

Ministers Reply“Fear and anxiety in the minds of Farmers from Oxel and surrounding villages that the bund/retaining wall of the River in Oxel Village is in a dilapidated condition and may collapse anytime. In the year 2023, some parts of the retaining wall collapsed and more than 50 farmers from Oxel and surrounding villages were affected. The steps Government intends to take and the time frame within which the said work will be completed."

I kindly request the Health Department and the Hon’ble Health Minister to provide an X-ray machine at PHC Siolim and fill the vacant staff positions at the earliest, in the interest of the health and welfare of the local community.

I would like to draw the attention of this House towards the growing fear and anxiety among the residents of my constituency regarding the non-provision of basic amenities such as water and electricity connections against their EHN/Bifurcated numbers.
Despite completing the required formalities and obtaining EHN/Bifurcated numbers, many families are still deprived of essential services like drinking water and electricity. This has created serious concern and uncertainty among the locals.

| The electrical works of the proposed 33/11 kV Substation at Badem, Siolim have been completed and the power transformers along with associated accessories were tested and charged on 01/06/2026.
Approximately 95% of the civil works have been completed. The balance civil works, mainly comprising compound wall, painting and finishing works, are presently in progress.

| The work was delayed due to the prolonged monsoon conditions experienced during the year 2025.
The Work Order Value is Rs. 28,46,66,324/-
The revised estimated project cost is Rs. 32,20,63,275/-.
An extension of time up to 30/09/2026 has been granted for completion of the balance works.
