Hiring of local trucks, JCBs, tipper

“This House unanimously resolves and strongly urges the Government  to mandate all mining lease holders within the State to prioritize and ensure the hiring of local trucks, JCBs, tipper vehicles, earth movers and other heavy equipment’s owned and operated by Goan residents for transportation and ancillary mining activities, with the aim of supporting local employment and entrepreneurship, stimulating economic growth in mining-affected regions and thereby safeguarding the interests of local communities impacted by the mining operations through the establishment of clear guidelines and monitoring mechanisms to enforce this requirement, as well as facilitation of coordination between mining lease holders and Associations representing local vehicle and equipment operators, to ensure transparency and fairness in the hiring process.”

“This House unanimously resolves the Government to address the pressing issue of unemployment in the State by urging the Government to adopt and implement comprehensive policies aimed at creating sustainable job opportunities in both the private and public sectors, while ensuring that Goans are prioritized and safeguarded through mechanisms that uphold fairness, equality, and justice. Further, the House emphasizes the need for stringent measures to guarantee transparency in the recruitment process, equitable access to opportunities for all qualified applicants, and protection of the rights and dignity of those already employed, thereby fostering an environment of trust and economic stability for the people of Goa.”

Romi Konkani in the Schools in Goa

“This House unanimously resolves that the Government takes steps to introduce Romi Konkani in the Schools in Goa considering that Romi Konkani script is in use for more than 450 years in Goa and is responsible for the survival of Konkani language during the Colonial regime and in accord with NEP 2020 which in Para 4.11 has clearly delineated and recognised the need for effective educational benefits with the power of language in education with the words “It is well understood that young children learn and grasp nontrivial concepts more quickly in their home language/mother tongue. Home language is usually the same language as the mother tongue or that which is spoken by local communities” and in keeping with the desire to protect and retain Goa’s ethos and identity which also stems from the use of Romi Konkani.”

Irregular, low-pressure Water Supply

“Attention of the House is drawn as regards the large areas, especially in Salcete, Bardez, Mormugao and Ponda talukas which are facing irregular, low-pressure and tanker-dependent supply despite repeated assurances of ‘24x7 water’, the households, hospitals, schools and small businesses are being forced to plan their lives around unpredictable water cuts, and  therefore urge the Government to place before this House a clear, time-bound plan to stabilise sources, reduce leakages, end tanker dependence and ensure equitable daily supply to every village and ward.”

Blockage of access & land use for Shri Dev Vetal Devasthan at Alorna Pernem Goa

Fear and concern of law and order situation happening on recurring basis at Shri Dev Vetal Devasthan at Alorna Pernem Goa, which temple has been in existence prior to the Liberation of Goa & recognized even by the Portuguese Government with its Bye Laws approved by the then Governor General on 17 May 1934 after detaching it from Xri Devi Santer, which confirms its prior existence, which is  now being blocked by private individuals as to its access and also usage of surrounding land and toilets, thus inconveniencing large number of devotees and others who come to worship at the temple, as also the cutting of water pipeline supply and erection of barbed wire fencing without any permissions. The steps the Government intends to take in this regard

Pathetic condition of Sub Registrar’s office at Mapusa and difficulties faced by Citizens in its functioning.

Attention of the House is drawn to the setup of the Sub Registar office at Mapusa, Bardez Goa which sees huge number of people attending for various tasks like Sale deeds, Gift deeds, Wills etc. who jostle in the cramped space with no proper arrangements for seating as also no proper mechanism to attend ly to the people attending the office as per their scheduled appointments (ways not ) with added woes of no proper parking space/facility. Steps the Government intends to take to attend to these issues.

  1. the details of all nightclubs, pubs, discos, and similar establishments registered with the Tourism Department in the State, indicating the name of the establishment, survey number of the property, floor on which the establishment is operating, approved seating capacity, and approved dance floor capacity;
  2. whether any No Objection Certificate or permission under the Goa Registration of Tourist Trade Act has been granted to the establishment known as Birch by Romeo Lane situated on land bearing Survey No. 159/1 of Arpora village, Bardez Taluka; if so, furnish a copy of the said permission;
  3. furnish copies of the file notings and records relating to the grant of the aforesaid No Objection Certificate or permission;
  4. furnish a copy of the application submitted for the grant of the said No Objection Certificate or permission along with annexures submitted therewith; and

006A - EMPLOYMENT OF GOAN YOUTH AND LABOUR PRACTICES IN THE STATE

*WILL the Minister for Labour and Employment be pleased to state:

  1. the number of Goan youth who have secured employment through Job Fairs and Placement Drives conducted by the Department in the last three years; the date-wise list of such job fairs; the number of unemployed youth who participated; the names of companies that recruited candidates; the number of persons employed by each company; and whether non-Goans were also selected through these drives, if so, furnish details;
  2. the number of skilled, semi-skilled, and unskilled persons registered with the Department who are unemployed as on date; and whether the Department maintains category-wise data of persons employed in the State (permanent, temporary, contract, and daily-wage), including male/female breakup, Goans and non-Goans employed in each category, and their corresponding pay scales; if so, provide details;
  3. whether the Government has any policy or guidelines mandating preference to Goans in employment within industrial estates and other industries in the State; if so, the prescribed percentage of Goan employment; and the details of inspections conducted and action taken against companies violating such norms;
  4. whether the Department has taken note of pharmaceutical and other industries engaging large numbers of workers from outside the State while local youth remain unemployed; if so, the steps taken by the Department, including inspections, notices issued, and compliance achieved, with details;
  5. whether the Labour Department has received complaints regarding poor working conditions, exploitation, wage violations, or other labour grievances in industries across the State; if so, the number of complaints received in the last three years, action taken thereon, and whether regular inspections and enforcement mechanisms are in place to safeguard workers’ rights?

  1. the present status of implementation in Goa of the new Labour Codes and other labour laws notified by the Government of India/State Government, indicating for each law/code whether it has been brought into force in the State, partially implemented, or is still pending implementation.
  2. whether any State rules under these labour laws/codes are yet to be framed, finalised or notified; if so, the details of such pending rules, the stage of processing, and the reasons for delay in their notification.
  3. the details of representations, objections, and memorandums received from trade unions, worker organisations, employer associations, or other stakeholders regarding these new labour laws/codes, including the name of the union/organisation, date of representation, and key issues raised as on date;
  4. furnish the copies of replies or responses issued by the Labour Department to the above representations and memorandums, along with details of meetings/consultations held with such unions and stakeholders, and decisions taken thereon as on date; and
  5. furnish the certified copies of the relevant file notings in the Labour Department relating to examination of these representations and to the framing/notification of State rules under the new labour laws/codes as on date?
