“This House unanimously resolves that the Government takes steps to introduce Romi Konkani in the Schools in Goa considering that Romi Konkani script is in use for more than 450 years in Goa and is responsible for the survival of Konkani language during the Colonial regime and in accord with NEP 2020 which in Para 4.11 has clearly delineated and recognised the need for effective educational benefits with the power of language in education with the words “It is well understood that young children learn and grasp nontrivial concepts more quickly in their home language/mother tongue. Home language is usually the same language as the mother tongue or that which is spoken by local communities” and in keeping with the desire to protect and retain Goa’s ethos and identity which also stems from the use of Romi Konkani.”

Fear and concern of law and order situation happening on recurring basis at Shri Dev Vetal Devasthan at Alorna Pernem Goa, which temple has been in existence prior to the Liberation of Goa & recognized even by the Portuguese Government with its Bye Laws approved by the then Governor General on 17 May 1934 after detaching it from Xri Devi Santer, which confirms its prior existence, which is now being blocked by private individuals as to its access and also usage of surrounding land and toilets, thus inconveniencing large number of devotees and others who come to worship at the temple, as also the cutting of water pipeline supply and erection of barbed wire fencing without any permissions. The steps the Government intends to take in this regard

b. the current status of synchronization between State-run Kadamba Transport Corporation (KTC) and privately operated buses; the measures taken to ensure seamless transfers, integrated ticketing and uniformity in service standards across operators;
c. the number of Government and private buses operating in the State as on date, the increase in fleet strength since 2019-20 and the extent to which this expansion has met the public transport demand in both urban and rural areas;
d. the reasons for the limited enrollment of private buses under schemes like the Mhaji Bus Scheme, the number of buses enrolled and the steps taken to incentivize greater participation and improve scheme effectiveness; and
e. whether the Government has conducted any recent studies or surveys to assess commuter satisfaction, public transport usage patterns and the impact of inadequate public transport on rising private vehicle ownership in the State; if so, furnish copies of such reports and action taken on their findings?

b) the taluka-wise and village-wise list of all mega projects (multi-dwelling units, large hotels, commercial complexes, etc.) approved or under consideration since 2023, indicating whether a carrying capacity assessment was done prior to approval and the outcome of such assessments;
c) the steps taken by the Government to ensure that Panchayats and the Town and Country Planning Department consider the carrying capacity of villages including infrastructure, water, power, waste management and environmental sustainability before issuing construction licenses for mega projects;
d) whether the Government has received resolutions, representations or demands from Gram Sabhas or Panchayats calling for a moratorium or halt on mega projects until carrying capacity studies are completed; if so, the details thereof, and action taken by the Government in response; and
e) whether the Government has issued any guidelines, notifications, or circulars mandating carrying capacity studies for villages as a prerequisite for approval of mega projects; if so, furnish copies of such orders and details of enforcement and monitoring mechanisms in place?

Answer:- Sir, Village Panchayats has not carried out any carrying capacity studies. Further, the Town and Country Planning Department has also replied that their Department has not came out any carrying capacity studies.

Answer:- So far Panchayats have not taken any such steps, so also, Town and Country Planning Department has reported that there have not taken any such steps as furnished by Town and Country planning Department.

(c) the annual production quantity of each GI-tagged product in Goa from 2021-22 till the current financial year, product-wise and year-wise, along with quantity exported nationally and internationally.
(d) whether the Government has established any monitoring mechanism to prevent the sale and distribution of counterfeit or spurious products claiming GI status; if so, the details of the mechanism, staff deployed and the number of cases of counterfeit Goan GI products detected and action taken since 2021; and
(e) the details of promotional and marketing activities undertaken by the Government to support GI-tagged products of Goa, including the annual amount spent on such activities since 2021-22, and the impact of these efforts on market access and producer income?

(b) furnish the IDC-wise, year-wise details of all field officers suspended, chargesheet, or otherwise penalized for misconduct, tender violations, conflict of interest, poor quality control, or any other breach of rules in the last five years, along with the status of departmental or criminal proceedings in each case;
(c) whether the Government has received inspection reports from field officers regarding violations, deficiencies, or illegalities in IDC estates since 1/1/2024; if so, furnish certified copies of all such inspection reports, along with summaries of major findings and follow-up action taken;
(d) the details of all instances in the last five years where inspection reports highlighted issues such as poor quality of infrastructure (roads, sewage, utilities), unauthorized construction, environmental violations, or illegal housing of workers within IDC estates, and the remedial measures initiated by the Corporation; and
(e) the steps taken by the Government to strengthen monitoring, transparency and accountability of field officers in IDC estates including digitization of inspection records, periodic audits and mechanisms for public disclosure of violations and action taken to prevent recurrence of such violations in future?
