“This House unanimously resolves and strongly urges the Government  to mandate all mining lease holders within the State to prioritize and ensure the hiring of local trucks, JCBs, tipper vehicles, earth movers and other heavy equipment’s owned and operated by Goan residents for transportation and ancillary mining activities, with the aim of supporting local employment and entrepreneurship, stimulating economic growth in mining-affected regions and thereby safeguarding the interests of local communities impacted by the mining operations through the establishment of clear guidelines and monitoring mechanisms to enforce this requirement, as well as facilitation of coordination between mining lease holders and Associations representing local vehicle and equipment operators, to ensure transparency and fairness in the hiring process.”

Romi Konkani in the Schools in Goa

“This House unanimously resolves that the Government takes steps to introduce Romi Konkani in the Schools in Goa considering that Romi Konkani script is in use for more than 450 years in Goa and is responsible for the survival of Konkani language during the Colonial regime and in accord with NEP 2020 which in Para 4.11 has clearly delineated and recognised the need for effective educational benefits with the power of language in education with the words “It is well understood that young children learn and grasp nontrivial concepts more quickly in their home language/mother tongue. Home language is usually the same language as the mother tongue or that which is spoken by local communities” and in keeping with the desire to protect and retain Goa’s ethos and identity which also stems from the use of Romi Konkani.”

Problems faced by Goans in UK in not obtaining OCI cards after revocation of Indian passport only in High Commission in London.

Attention of the House is drawn to the problems faced by the Goan community holding Portuguese Passports, residing in the United Kingdom in relation to non-issue of OCI card on account of revocation of the Indian passport notwithstanding the directive from Ministry of External Affairs dated 04/04/2024  which permitted individuals from Goa, Daman and Diu who suffered revocation of Indian Passport to also be eligible to apply for OCI card. The Indian High Commission in United Kingdom is refusing to follow the directive of Ministry of External Affairs dated 04/04/2024  claiming that it has not received any instruction, keeping several Goans who have applied for OCI cards in London, in the lurch. The steps the Government intends to take in this regard.

Fear and concern of law and order situation happening on recurring basis at Shri Dev Vetal Devasthan at Alorna Pernem Goa, which temple has been in existence prior to the Liberation of Goa & recognized even by the Portuguese Government with its Bye Laws approved by the then Governor General on 17 May 1934 after detaching it from Xri Devi Santer, which confirms its prior existence, which is  now being blocked by private individuals as to its access and also usage of surrounding land and toilets, thus inconveniencing large number of devotees and others who come to worship at the temple, as also the cutting of water pipeline supply and erection of barbed wire fencing without any permissions. The steps the Government intends to take in this regard

001A - INSTRUCTIONAL HOURS UNDER NCrF AND NEP

*WILL the Minister for Education be pleased to state:

  1. in view of the reply given to Starred LAQ. No. 003B answered on 28/07/2025, stating that the mandated 1,200 annual learning hours include components beyond classroom teaching, and the reply given to Starred L.A.Q. No. 004A answered on 13/01/2026, wherein a figure of 1,100 instructional hours has been stated, furnish the details--copy of the relevant notification or provision-- whether the National Credit Framework (NCrF) or any State-notified guideline prescribes 1,100 minimum instructional hours; 
  2. the exact break-up of the 1,200 annual learning hours, clearly indicating the hours allocated to (i) in-class academic instruction, (ii) assignments and home study,   (iii) sports and physical education,   (iv) arts and co-curricular activities and (v) skill-based or experiential learning, along with the guidelines issued to schools for uniform implementation across the State;
  3. whether arts education, physical education and vocational/skill modules are included within instructional hours, as per NCrF, and if so, how these have been accounted for while arriving at the figure of 1,100 hours;
  4. the steps that the Government will take or has taken to ensure that student workload, compliance under NEP, and academic accountability are adhered for uniform application in all institutions;  and whether the Government proposes to issue clear instructions to ensure that Schools, parents and students are not misled regarding mandated instructional hours; and
  5. whether the structural audit of Schools has been done, if so, provide School-wise details in tabular format and if any incidents of collapse or failure of school infrastructure—including roofs, false ceilings, fans, or other building components—have occurred in any School in the State during the last five years; if so, the details of such incidents, including names of schools, number of students injured (if any) and the action taken against responsible officials or contractors; whether structural safety audits of school buildings have been conducted; if so, the details thereof along with copies of audit reports and names of schools which were repaired during the school hours—while students were in the class?

  1. whether the Draft CZMP 2019 was mandatorily circulated to all Panchayats, Municipalities, and concerned State Departments as required under the CRZ Notification, 2019; if so, furnish the exact dates of circulation, copies of the notifications/letters issued, and the file notings authorising such circulation; if not, the reasons for non-compliance;
  2. whether the Draft CZMP 2019 contains any deviation, relaxation, reclassification, omission, or dilution from the CRZ Notification, 2019 in respect of CRZ categories or mapped coastal features, including mangroves, sand dunes, HTL, LTL, eco-sensitive areas, fishing villages, traditional habitations, and NDZs; if so, the feature-wise and village-wise details, the area (in hectares) affected, and the specific provision of law invoked to permit each deviation;
  3. whether the Draft CZMP 2019 applies to different CRZ buffers, NDZs, or zoning norms to private land as compared to Government land, particularly in relation to mangrove protection zones; if so, furnish the exact clauses, the statutory authority under the CRZ Notification or any other enactment, and whether prior approval of MoEFCC was obtained;
  4. the name, role, and contractual scope of each agency or institution engaged in preparation of the Draft CZMP 2019; the technical methodology adopted, including the source, scale, resolution, and date of satellite imagery, the protocol for ground-truthing, and the procedure for HTL/LTL demarcation; and whether this methodology was formally approved by MoEFCC, with copies of approvals and technical reports; and
  5. the exact number of objections and suggestions received on the Draft CZMP 2019 from Panchayats, traditional fishing communities, civil society organisations, and individual citizens, the subject-wise classification of such objections, and the decision taken on each category, indicating whether it was accepted, partially accepted, or rejected, along with reasons recorded in writing?

a. the number of Government and Government-Aided schools in Goa which have functional computer laboratories, smart classrooms and reliable internet connectivity suitable for regular pedagogical use, as on date, indicating school- wise or taluka-wise details;

b.  whether the Government has carried out any infrastructure or digital readiness audit to assess compliance of schools with the requirements of experiential, activity-based and digital learning as envisaged under the National Education Policy, 2020, and if so, furnish the details and key findings of such audit;

c.  the extent to which deficiencies have been identified in respect of classrooms, laboratories, libraries, digital equipment, power supply and internet connectivity in Government and Government-Aided schools, and the district-wise details thereof;

d. if not, such infrastructure or digital readiness audit has been conducted, the reasons therefor, despite the National Education Policy, 2020 mandating a shift towards experiential and technology-enabled learning; and

e. the year-wise budgetary allocation, funds released and expenditure incurred from 2021 till date for upgradation of school infrastructure and digital facilities in Government and Government-Aided schools in the State under the National Education Policy, 2020, Samagra Shiksha or any other scheme?
