“This House strongly recommends the Government to approach the appropriate agency of the Central Government with a specific proposal for a one time special grant of about 5000 crores for the systematic revival, protection, promotion of Khazan lands in eight talukas, being age old agro ecological and agro-economic systems, which will help in creating self-sustainability of the State and will take care of unemployment issue and generate robust revenue in the State, since, a huge part of the State’s 18000 hectares ancient Khazan lands remain neglected mostly due to paucity of finances and to improve supportive infrastructure such as outer and inner embankments, sluice gates, creeks and backwaters, access roads, culverts, bridges, soil remediation, revival of plantation and irrigation. “

The attention of the House is drawn as regards the apprehension of the people as regards the proposal of the Power Department to hike the power tariff in the State, thereby putting a burden on the domestic consumers who is already reeling overburdened due to rising prices and increasing cost of living. Further, the department intends to introduce Smart Meters forcing every consumer to pay without reason, The Government should re-examine both the issues as the government can meet the revenue deficits through alternative means and the Smart Meter installation charge is avoidable and unnecessary. The steps Government will take in this matter

"The attention of the House is drawn to the urgent need for a Master Plan to safeguard the UNESCO World Heritage sites in Old Goa. Despite the Archaeological Survey of India (ASI) protecting 14 heritage monuments/sites under the Ancient Monuments and Archaeological Sites and Remains Act, 1958, with prohibited and regulated zones, illegal construction attempts persist. A Master Plan and strict enforcement of rules and regulations are essential to preserve these sites. The steps Government will take in this matter."

Traditional Matoli is in danger

Attention of the House is drawn to the growing difficulties faced by Goans in procuring traditional seasonal wildflowers such as Kangla, Matti, Kumfala, Ghageri, Nagalkudo, as well as various fruits, vegetables, leaves, and herbs typically used for religious and cultural practices particularly those that are traditionally hung over Shri Ganesh idols during the Ganesh Chaturthi festival.

These difficulties stem from large-scale deforestation, hill cutting, and the execution of mega development projects that have severely impacted local ecosystems. This unchecked environmental degradation is leading to a crisis wherein natural resources integral to Goan culture and biodiversity are disappearing.The steps the government intends to take in this matter

Illegal Constructions and Developments by Non-Goans in Orda, Candolim Village – Calangute Constituency

Attention of the House is drawn to the growing concerns of the local Goan population regarding illegal constructions and developments being carried out by non-Goans on private properties in Orda, Candolim village of Calangute constituency.

There is a rising sense of fear and insecurity, especially among senior citizens. A notable example is Mrs. Geraldin Dias, a senior women resident of Orda village, who is currently fighting against illegal constructions happening within her own property boundaries.

Several instances of illegal constructions and fraudulent sale deeds have been reported, particularly in Survey Nos. 80, 82, and 83 of Orda village. These actions are not only violations of the law but also disrupt the social and cultural fabric of the local Goan communities. The steps Government intends to take in this matter

Urgent Need to Address Poor Maintenance, Hygiene, and Accessibility of Public toilets

Attention of the House is drawn to the pressing issue affecting citizens and tourists across our state , the deplorable state of public toilets. Despite the government’s duty as a trustee of public property, these facilities remain neglected, unhygienic, and often inaccessible, violating fundamental rights to dignity and sanitation under Article 21 of the Constitution.  
I urge the government to Conduct an emergency audit of all public toilets, Allocate funds for urgent repairs and inclusive design upgrades, Implement monitoring systems with penalties for non-compliance.  
The Swachh Bharat Mission’s promise of “cleanliness for all” cannot remain hollow. The steps the Government intends to take in this regard

Attention of the House is drawn to the lack of streetlights on the Mapusa–Siolim road via Housing Board. This route is used by thousands of commuters daily travelling to Siolim, mandrem, keri, morjim, arambol yet it remains completely dark at night, posing a serious threat to public safety.

The absence of lighting increases the risk of accidents and crime, especially for two-wheeler riders and women.

a) the purpose and regulatory framework of the Sansad Adarsh Gram Yojana (SAGY), along with the rules, guidelines and eligibility criteria for selection of villages and implementation of the scheme;
b) the number and details of Gram Panchayats adopted under SAGY in Goa by Members of Parliament, with details such as name of the Member of Parliament, year adopted, reasons for adoption and the funds allocated to each Panchayat under the scheme;
c) the details of Gram Sabhas/Special Gram Sabhas/stakeholder meetings held to discuss SAGY implementation with minutes of meetings; whether any special committees were formed for planning and monitoring the scheme, furnish details with the list of works proposed, planned and executed under SAGY for each adopted village, along with funds received, utilized and the status of completion of each activity;
d) the nation-wide audits suggests underutilization under SAGY; if so, the adoption rate of Goa and the enhanced steps the Government has taken since then to expedite pending projects, furnish details of the same; and
e) whether the objectives of the scheme have been achieved in the identified Panchayats; if not, furnish the reasons for non-achievement, the status as on date; whether it was considered a failure in its implementation and if so, the authority responsible?

*Will the Minister for Transport be pleased to state:

a) whether the Government has a fixed, government-regulated fare structure for taxi services in the State and if so, furnish the current fare schedule applicable to all taxis;
b) whether all taxi services including traditional meter-based taxis and app-based aggregators like Goa Miles and Goa Taxi operate under the same fare regulations; if not, the differences in fare systems and the reasons for such discrepancies;
c) whether there are different fare rules for app-based taxis versus non-app taxis, if so, the rationale behind this distinction and the details why app-based cabs are not subject to traditional meter regulations;
d) the measures taken to enable traditional taxi operators to compete fairly with app-based services, such as subsidies for digital meters, fare transparency mandates or some other support; and
e) whether the Government has any plan to unify or revise fare regulations applying equally to all services and to ensure level playing field, prevent abuse of fare surges and improve affordability and transparency for commuters across the State?

  2. whether meeting minutes or official quorums were declared valid, despite the Directors absenteeism, if so, whether rules under the GIDC Act or Board manual were violated;
  3. the action taken against any Directors including Government nominees (Finance Secretary, Industries Secretary, Director of Industries, etc.) who failed to attend the meetings;
  4. whether the meeting outcomes affected major decisions (such as land allotments, fund diversions or high-value contracts), if so, whether any such decisions were ratified later with proper quorum and can such decisions be taken without the presence of Directors and Government nominees (Finance Secretary, Industries Secretary, Director of Industries, etc.), the details of all decisions taken from 2021 till date along with details of all the minutes of the meeting and all those present for these meetings; and
  5. the measures the Government has introduced to enforce the Director and Government nominees (Finance Secretary, Industries Secretary, Director of Industries, etc.) participation and prevent such recurrence in the future?

  1. the number of Industrial accidents reported in all IDC Industrial estates from 2020 to 2025 till date, estate-wise and year-wise, the number of deaths or serious injuries resulting from these incidents, furnish details company/unit and IDC-wise;
  2. furnish main causes of these accidents, with details such as date, name of the company/unit, nature of accident, names and origin of deceased workers, where applicable;
  3. whether any investigations or inquiries were conducted into these incidents; if so, the authority who conducted investigations or inquiries, the key findings and the status of such inquiries or reports;
  4. the Industrial Safety Measures currently in place across IDC Estates and how frequently are safety inspections or audits carried out; furnish details of any violations detected and fines/penalties imposed; and
  5. the compensation paid to victims or their families in each case, mentioning the amount, source of payment (Company, Contractor, or Government), whether any steps are being taken to strengthen Industrial safety compliance post recent incidents such as the Cipla accident in Verna IDC?

The Department ensures that the factories comply with the provisions of the Factories Act, 1948 and Rules thereunder.

Inspections of factories are carried out through a Central Inspection System (CIS). 

Inspection report is issued to the occupier and manager of the factory with directions to comply with the violations observed.

The compensation paid to victims or their families in each case, mentioning the amount, source of payment (Company, Contractor, or Government), and whether any steps are being taken to strengthen Industrial safety compliance post-recent incidents, such as the Cipla accident in Verna IDC?

 

The details compensation paid to victims or their families is given in Annexure – I.

 

Post Cipla accident, the department has issued a comprehensive set of technical guidelines vide Circular dated 26.07.2024, to enhance safety protocols for working in confined spaces, including mandatory risk assessments, continuous atmospheric monitoring, use of appropriate personal protective equipment (PPE), emergency response planning, and strict adherence to standard operating procedures to prevent recurrence of similar incidents.
