“This House strongly recommends the Government to approach the appropriate agency of the Central Government with a specific proposal for a one time special grant of about 5000 crores for the systematic revival, protection, promotion of Khazan lands in eight talukas, being age old agro ecological and agro-economic systems, which will help in creating self-sustainability of the State and will take care of unemployment issue and generate robust revenue in the State, since, a huge part of the State’s 18000 hectares ancient Khazan lands remain neglected mostly due to paucity of finances and to improve supportive infrastructure such as outer and inner embankments, sluice gates, creeks and backwaters, access roads, culverts, bridges, soil remediation, revival of plantation and irrigation. “

Ministers ReplyAttention of the House is drawn to anxiety prevalent among Goan industrialists following the recent decision by the United States to impose an additional 25% tariff on goods imported from India, taking the total tariff to 50% on certain products. The move is likely to make Indian, particularly Goan exports significantly costlier in the US market, severely affecting competitiveness and profitability. Export-oriented industries fear loss of orders, decline in revenue, and potential job losses as a result. The steps the Government intends to take in this matter.

Ministers ReplyThe attention of the House is drawn as regards the apprehension of the people as regards the proposal of the Power Department to hike the power tariff in the State, thereby putting a burden on the domestic consumers who is already reeling overburdened due to rising prices and increasing cost of living. Further, the department intends to introduce Smart Meters forcing every consumer to pay without reason, The Government should re-examine both the issues as the government can meet the revenue deficits through alternative means and the Smart Meter installation charge is avoidable and unnecessary. Ministers ReplyI would like to draw the attention of the House to the delay in the commencement of the new block at the Institute of Psychiatry and Human Behaviour (IPHB), Bambolim.
IPHB is the only specialized institution providing mental healthcare services in Goa and caters to a large number of patients from across the State. The construction of the new block was undertaken to expand facilities, increase bed capacity, and improve treatment and counselling services.
However, despite the infrastructure being developed, the commencement of services in the new block has been delayed, resulting in continued pressure on the existing facilities and inconvenience to patients and their families.
I urge the Government to clarify the reasons for the delay and provide a definite timeline for making the new IPHB block operational at the earliest in the interest of strengthening mental healthcare services in Goa.

I wish to highlight the growing fear and anxiety among the residents of Juvem Nadora due to the slow progress of the new bridge. Sir, it is alarming that even the designing has not started as CRZ and Pollution Control Board NOCs are still pending.
People depend on the existing bridge daily for emergencies, school and work, and its condition is a serious risk, especially during monsoon. This delay is putting lives in danger.
Through you, Sir, I urge the Government to fast-track all clearances, start the design immediately, and give a clear timeline for construction.

Attention of the House is drawn with regard to repeated to flooding of Khazan across Goa by sluice gate operators and due to inaction of tenant associations, especially in villages of Neura, Azossim, Dongrim and Santa Cruz, this is a recurring issue as even after repeated complaints, no stringent action is taken on such ill practices, this has led to fear and anxiety among farmer who regularly cultivate and those who want to cultivate vegetables and paddy cultivation in their fields and have to incure losses, request the department to ensure that the necessary amendment be done to protect the livelihood of such farmers

Government should immediately appoint the Chairperson for ST\\SC commission.

a. give details of Government support provided to farmers in Goa from pre-sowing to post-harvesting stages, including ploughing, seed supply, fertilizers, irrigation, crop protection, harvesting, storage, transportation, and marketing, along with the number of beneficiaries and financial assistance provided during the last three years;
b. give details of agricultural machinery and equipment provided or subsidized to farmers and farmer groups during the last three years, including tractors, tillers, harvesters, threshers, and other implements, the budget allocated, funds utilized, and district-wise distribution, and if the department fells that there is shortfall in providing assistance to farmers with regards to agricultural machinery and equipment (including tractors, tillers, harvesters, etc.) and the was this communicated to the Government and the outcome of the same communication;
c. give details of rice mills, food processing units, procurement centers, and crop sale mechanisms supported by the Government, including minimum support price (MSP) or support pricing policies, quantity procured, payments made to farmers, and delays or difficulties faced in crop procurement and marketing;
d. furnish year-wise budget allocation for agricultural machinery and equipment (including tractors, tillers, harvesters, etc.), funds released, and funds utilized by the Agriculture Department over the last three years, along with the amount remaining unutilized and reasons for under-utilization, if any; and
e. whether there are any difficulties and constraints faced by the Department in providing sufficient and adequate support to agriculturists, including staff shortages, funding limitations, infrastructure gaps, procurement bottlenecks, machinery availability, and policy challenges, and the steps taken or proposed to strengthen farmer support systems and improve agricultural sustainability in Goa?

a. furnish details of all licences/permissions (pertaining to Environment Department and all its sub offices under its domain/jurisdiction) issued to offshore casinos in Goa, including the name of licensee, vessel name, date of licence issuance, validity period, licence conditions, and competent authority (GSPCB/GCZMA/CRZ/GSEIAA, etc) granting approval in the last 5 years;
b. give details and total amount of licence fees, renewal fees, penalties, and other charges collected from offshore casino operators during the last five years, year-wise, and if any dues remain unpaid, the details thereof along with reasons for non-recovery and action taken;
c. give details of all inspections carried out by the Goa State Pollution Control Board (GSPCB) on offshore casinos during the last five years, including the date of inspection, nature of inspection, key findings, violations detected, directions issued, penalties imposed, and compliance status;
d. the frequency and standard protocol followed by GSPCB for inspecting offshore casinos, and whether inspections are conducted as per prescribed environmental norms and statutory timelines; and
e. give details of GSPCB reports by officials and officers who conducted inspections of offshore casinos during the last five years, along with their designation, role in inspection, and accountability for enforcement of environmental and pollution control norms?
