Water Supply to Mayem and Bicholim Constituency

I call the attention of the Hon’ble Minister to the Plight of the people specially from Mayem and Bicholim Constituency  regarding supply of Drinking water from a  reservoir constructed at Lamgao in Bicholim Constituency. These reservoir was constructed 28 years back with capacity of 800m3 is found with dilapidated state and pathetic condition. Incase if this reservoir get demolished due to its present pathetic condition people from Mayem and Bicholim will suffer to a larger extent for want of drinking water. The proposal for construction of new 2000m3 reservoir is pending with the  PWD Department and considering the urgent necessity of this reservoir, whether PWD department will expedite the procedure on war footing to construct the said  reservoir in the public interest."

Security at Chorao-Ribandar Ferry Point.

Fear and anxiety in the mind of the people specially at Chorao & Ribandar near ferry point due to lack of security in day-to-day ferry services. 

The Government aware that since introduction of Ro-Ro Ferry services between Chorao and Ribandar, the congestion and crowded commuters are increasing enormously like Four wheelers, Two Wheelers, school buses, Ambulance and therefore it becomes tough job for the ferry staff to control this situation. It is also observed that due to Ro-Ro Ferry Services resulting disturbance for parking, rushing of the commuters thereby vehicle are stranded in between and may cause accident on ferry ramp or inside the ferry due to recklessness and may face with serious consequences. 

Under the circumstances proposal was submitted to Government, enroute to the Superintendent of Police (Traffic) Police Headquarter, Altino, Panaji to deploy two Traffic Police at ferry point, Chorao side and Two Traffic Police at Ribandar side between 7.00 am till 10:30 pm to streamline the congestion and maintain strict discipline as well as catering smooth functioning of ferry services without any disturbance or nuisance from commuters point of view and at the interest of large public. Whether Government will take fast track action to resolve the alarming public issue.

STATUS OF CONTRACTUAL APPONTMENT STAFF.

Fear and anxiety in mind of employees appointed on contractual basis. The Government Polytechnic Mayem-Bicholim advertise various posts namely Technician (Mechanical) 2 posts, Technician (Electronics) 1 Post, Assistant Electrician 1 post, Driver (Heavy Vehicle) 1 post, Attendant 1 post, Peon 1 post, Security Guard 3 posts respectively dated 08 July 2013 and accordingly the said employee were selected on recommendation of Directorate of Technic Education, Porvorim and posted in Government Polytechnic Mayem-Bicholim dated 10 June 2013 as per terms and condition of contract/ agreement later on they were appointed at Government Polytechnic Mayem-Bicholim on terms and condition under Goa Recruitment and Employment Society, Shram Shakti Bhavan, Panaji dated 20/09/2013. The Personnel Department vide circular dated 02/09/2016 decided to obtain information from various Government Department/ autonomous body to create a data base of such contractual employees i.e. Group C & D Category working in the respective organisation for last 5 to 10 years. Further, Personnel Department vide circular dated 18/12/2017 instructed to various department to submit the data of contractual staff group C engaged on contract basis who are sometimes engaged for long duration as Government is considering to formulate policy guideline for such contractual staff who were working for last 5-10 years. In pursuance of aforesaid circular of Personnel Department and since employees who were duly recommended by the selection committee at Director of Technical Education, Porvorim and posted in Government Polytechnic Mayem-Bicholim and later on by Goa Recruitment and Employment Society dated 20/09/2014 offered appointment letter and posted them in Govt. Polytechnic Mayem-Bicholim and till date inspite of circular of Personnel Department these employees are working under Goa Recruitment and employment society on contract basis i.e. from the year 10/06/2013 till date i.e. almost 13 years without regularisation of their services nor monetary benefits and no security in services inspite of having their big families to support and regular service is in limbo. Considering the high cost of living with large family to support and uncertainty of service matter, employees are mounted and clouded with fear and anxiety to overcome bleak future of himself and his family in long run.

Whether Government will take fast track action to regularize the services of such employees to give them relief ultimately to achieve their dream of regular services.

Desilting of rivulet (Poi)

Fear and anxiety in the mind of farmers that during monsoon some of the revolute (poi) specially at sawanwada get flooded thereby farmers could not cultivate their fields and face lot of losses. The main reason that this rivulet (poi) need desilting and therefore farmers are unable to cop up with such process.

In my demand I have  raised this issue that rivulet (poi) which requires desilting specially at Sawanwada in my Mayem Constituency I had suggested that District Mineral foundation has to be requested to comply this problem that is desilting should be carried out under District Mineral Foundation Fund being a mining belt and so far no action in this regards.

In view of the above I hereby request the government to kindly take up this issue on top priority to get the desilting of the rivulet (poi) of Sawanwada in Mayem Constituency on Top Priority under District Mineral Foundation Fund to give relief from fear and anxiety among farmers.

FEASIBILITY OF FOLDING BRIDGE AT POIRA IN MAYEM CONSTITUENCY

Fear and anxiety in the mind of people travelling from Mayem-Bicholim across Aldona-Mapusa over the folding bridge between Poira and Aldona over the creek.

The Government in 2007 constructed folding bridge over the creek between Poira and Aldona for convenient of the commuter as well as to pass by the barges carrying iron ore from Shirgao mining to Marmagao, due to folding bridge this bridge would be utilize both way for commuter as well as barges to move to and fro without any obstacles. Since barges have stop operating due to mining problems this folding bridge is continuously remain unfolded and used by commuter with heavy vehicles and therefore there is no any maintenance carried out by PWD Road section for year together and therefore feasibility of this bridge cannot be ascertain and considering that commuters, heavy vehicle use this bridge continuously and therefore due to unpredictability of this folding bridge at Poira, there is fear and anxiety in the mind of people that this bridge may collapse thereby give rise to serious mishap to the public or public will be hampered from travelling by this routes and the bridge.

In view of above, whether Government will take immediate action to check the feasibility of this folding bridge as a precautionary measure to avoid future mishap.

MID DAY MEAL WORKERS

Fear and anxiety in the mind of mid-day meal workers in the State of Goa. Their post are generally consider temporary or contractual and not permanent. Salaries for these workers are very low to the tune of Rs. 1000 per month and remaining stagnant for years for honorarium other than regular salary, besides cooking they have to maintain cleanliness and hygiene in the kitchen, utensils and preserve safe food. Their demand for regular employment or avail retirement benefits which is not decided, whereas in some States they started offering lumsum retirement benefits reaching to certain age and years of service. The mid day meal is also known as Pradhan Mantri Poshan Shakti Nirman as per the Ministry of Education. Considering the pathetic condition of financial background of these workers and hoping to derive benefits in the form of increasing the meagre salary of Rs. 1000 per month to atleast reasonable rate, considering the high cost of living and therefore I hereby request the Govt. to look into this matter seriously to enhance their honorarium/salary from Rs. 1000 per month to the reasonable rate of salary to meet their day to day hardship.

004A - DEVELOPMENT OF GHAT AARTI AT GOKUL ASHTAMI PLACE AT NAROA ON THE BANKS OF MANDOVI RIVER

*WILL the Minister for Tourism be pleased to state:

  1. whether the Government is aware that, development of Ghat Aarti at Gokul Ashtami Naroa will serve as a key attraction drawing devotees, pilgrims, tourists like the iconic river front religious sites like Haridhwar, Varanasi and Nashik; if so, the steps taken in this regard and the present status;
  2. whether that Government is aware that, influx of pilgrims and tourists will create new economic opportunities for the local population i.e. vendors offering puja material, food stalls, souvenir shops, home stays, local guides, cultural performances, boat services, all leading to employment opportunities specially for women and youth;
  3. whether the Government is aware that, the starting of Ghat Aarti at Naroa Village will help to preserve cultural heritage like local customary food, religious observance encouraging younger generations and allow tourists to witness Goa spiritual folk heritage;
  4. whether the Government is aware that, proposed Ghat Aarti at Naroa will provide perfect backdrop for sustainable tourism, eco-friendly, bird watching, river bank, offering a holistic responsible touristic experience; and
  5. if so, whether Government has issued order to commence this work as it is also of immense need; and if so the present status of the work?

  1. the steps the Government has taken to frame necessary policies to finance the Pandharpur Yatra (Wari) undertaken by different groups across the State who visit Pandharpur on the auspicious day of Aashadi Kartiki Ekadashi; if so, the details thereof;
  2. whether the Government is aware that every year different groups across the state visit Pandharpur during Aashadi and Kartiki Ekadashi (Wari) with great devotion on foot (Walking) with their own cost which comprises of accommodation, refreshments, food, medical items and vehicles with their luggage and utensils for which they incur a lot on this devotional yatra for the last so many years, if so, the details of the policies of Government to finance various groups of least Rupees One Lakh as a financial assistance, the present status of the same along with copy of notification;
  3. whether the Government is aware that the main intention behind this policy to finance the Pandharpur Yatra was to draw new and young generation towards religious and Adhyatmik spirituality; if so, whether the Government will consider this aspect and introduce the scheme as early as possible; and
  4. the number and details of the different Groups that have registered with Department of Art & Culture to avail benefits, with their names, addresses, considering that this scheme will be introduced; and the number of groups pending to get registered, with their names and addresses?

004C - INTERNATIONAL CRICKET STADIUM AT ONA-MAULINGUEM

*WILL the Minister for Sport and Youth Affairs be pleased to state:

  1. whether the Government is aware that there is an immense need of an International Cricket Stadium in the State of Goa, to give exposure to the Goan Cricketers, youngsters and public as a whole; if so, whether the Government has decided the land and location of the land; if so, the details thereof; whether the land for this International Stadium is being acquired by the Government/SAG/GCA at Maulinguem; if so, the total area of land and fund deposited with the Government and since when;
  2. whether the Government is aware that, Directorate of Sports and Youth Affairs has also received a proposal to construct the International Cricket Stadium at Dhargal at Pernem on Lease basis with Goa Cricket Association; if so, the details thereof;
  3. whether the Government is aware that Deed of Lease was made on 6th September 2018 between Government and the Goa Cricket Association, for an area admeasuring 1,89,930 Sq.mts under Sy. No.324 (P), 325 situated in Village Dhargal in Taluka Pernem with consideration of payment of Rupees 19 Crore as guarantee money and that the Lessee shall pay an annual lease rent of Rupees 1 for the calendar year and period of lease will be of 33 years i.e. signing lease deed in 2018 and ending on 2051 on completion of 33 years; if so, the details thereof;
  4. whether the Government is aware that, as per the lease agreement terms, the lessee shall commence the work relating to implementation of a project within a period of ten Years from the date of execution of Deed of Lease, wherein Government reserves the right to amend/substitute/delete any of the terms and conditions laid down in Lease of Deed and after hearing the lessee and in case of default and violation of any terms and conditions by GCA, the plot and its appurtences shall be reverted back to the Government of Goa; if so, the details and present status of the Lease Deed; and
  5. whether the Government is aware that construction of major project such as cricket stadium at Ona Maulinguem will provide opportunities of livelihood to the unemployed or other commercial activities, besides uplifting the face value of Bicholim Taluka; and in case Government is not interested to construct the International Cricket Stadium at Dhargali and with GCA also not taking any action till date as per the terms of Lease of Deed, whether the Government will switch over to the land available at Ona-Maulinguem which is having proper feasibility without incurring much expenditure; and if so, the details thereof?
