Water Supply to Mayem and Bicholim Constituency

I call the attention of the Hon’ble Minister to the Plight of the people specially from Mayem and Bicholim Constituency  regarding supply of Drinking water from a  reservoir constructed at Lamgao in Bicholim Constituency. These reservoir was constructed 28 years back with capacity of 800m3 is found with dilapidated state and pathetic condition. Incase if this reservoir get demolished due to its present pathetic condition people from Mayem and Bicholim will suffer to a larger extent for want of drinking water. The proposal for construction of new 2000m3 reservoir is pending with the  PWD Department and considering the urgent necessity of this reservoir, whether PWD department will expedite the procedure on war footing to construct the said  reservoir in the public interest."

FEASIBILITY OF FOLDING BRIDGE AT POIRA IN MAYEM CONSTITUENCY

Fear and anxiety in the mind of people travelling from Mayem-Bicholim across Aldona-Mapusa over the folding bridge between Poira and Aldona over the creek.

The Government in 2007 constructed folding bridge over the creek between Poira and Aldona for convenient of the commuter as well as to pass by the barges carrying iron ore from Shirgao mining to Marmagao, due to folding bridge this bridge would be utilize both way for commuter as well as barges to move to and fro without any obstacles. Since barges have stop operating due to mining problems this folding bridge is continuously remain unfolded and used by commuter with heavy vehicles and therefore there is no any maintenance carried out by PWD Road section for year together and therefore feasibility of this bridge cannot be ascertain and considering that commuters, heavy vehicle use this bridge continuously and therefore due to unpredictability of this folding bridge at Poira, there is fear and anxiety in the mind of people that this bridge may collapse thereby give rise to serious mishap to the public or public will be hampered from travelling by this routes and the bridge.

In view of above, whether Government will take immediate action to check the feasibility of this folding bridge as a precautionary measure to avoid future mishap.

MID DAY MEAL WORKERS

Fear and anxiety in the mind of mid-day meal workers in the State of Goa. Their post are generally consider temporary or contractual and not permanent. Salaries for these workers are very low to the tune of Rs. 1000 per month and remaining stagnant for years for honorarium other than regular salary, besides cooking they have to maintain cleanliness and hygiene in the kitchen, utensils and preserve safe food. Their demand for regular employment or avail retirement benefits which is not decided, whereas in some States they started offering lumsum retirement benefits reaching to certain age and years of service. The mid day meal is also known as Pradhan Mantri Poshan Shakti Nirman as per the Ministry of Education. Considering the pathetic condition of financial background of these workers and hoping to derive benefits in the form of increasing the meagre salary of Rs. 1000 per month to atleast reasonable rate, considering the high cost of living and therefore I hereby request the Govt. to look into this matter seriously to enhance their honorarium/salary from Rs. 1000 per month to the reasonable rate of salary to meet their day to day hardship.

Fencing around leased out property

“Attention of the House is that the Government has leased out land to Chowgule Company at Poira-Sirigao Village, wherein the company interested in extracting mining ore and simultaneously constructed some buildings as well as allotment of play ground. Recently, the company erected fencing around its leased out property, however there is a fear and anxiety in the minds of youth and sports personnel of village Poira and nearby that in future the company may erect fencing around the playground and therefore youth and sports personnel will be denied with sports activities and other sports events presently utilized for the said purpose. Some dangerous trees in the said leased out property are leaning on public road, dwelling houses and commercial units, and therefore the trees have to be cut well in advance by the said company to avoid future eventualities. The steps the Government will take to see that the playground will be given free access to the youth, sports personnel of Poira village or nearby and see that dangerous leaning trees will be cut before any tragedy takes place.

Attention of the house is drawn as regards the steps taken by the Government to recover excess amount from beneficiaries especially widows who had drawn both Griha Adhar and DSS schemes after their children attain 18 years and are faced with hardship due to compelling circumstances in making payments of the excess amount. The steps of the Government to monitor the ages of Children so that excess amount is not credited.

Implementation of Section 126 in Police Department

\"Attention of the is drawn as regards the people that Police Department does not implement Section 126 take cognizance to handle the minor cases along with other cases, when people files complaint before the Police Department, the Police Department has power under Section 126 of the Indian Panel Court (IPC) which deals with committing depredation means disturbance of peace and tranquility and there is punishment to anyone who commits depredation (plundering & looting) under this section includes punishment like imprisonment, fines etc. The authority has power to demand with individuals the show cause for potential breaches of peace and disturbances emphasizing the need for a bond with or without surety for keeping the peace.

However, the Police Department after registration of cases under the said section transfer the same to the Office of Deputy Collector for initiating necessary action. 

In this case the Deputy Collector and Magistrate is already piled up with different cases like Mundkarial, tenancy, revenue related matters including land survey, disaster management, law and order etc. and therefore adding this cases from Police Department increase the burden of Deputy Collector and thereby the complainant in the case suffer drastically to get the justice in time.

It is therefore suggested that Government should look into this matter seriously and sought out the cases of the public at local or taluka wise ly as per the power rest with the Police Department to speed up the cases, in Public Interest.

c) whether there is any check or inspection carried out to taste the fish sold at the jetty or by the local vendors, if so, the details thereof; and
