“This House unanimously resolves that the Government takes steps to protect the rights of the traditional fishermen especially from Vasco whose traditional access to fishing rights and livelihood and homes are being threatened by increasing urbanization, port expansion, environmental degradation, loss of fishing rights and various other restrictions imposed on them so as to ensure their rightful place in Goa’s development narrative.”

Narendra Modiji for his dedicated efforts to resolve the long pending issue of the construction of Ram temple at Ram Janmabhoomi, Ayodhya. In doing so, the Government has resonated the sentiments of crores of citizens irrespective of caste, creed, gender or religion. Ram Janmabhoomi Mandir is going to be the Nation\'s best example of communal harmony and to commemorate the same 22nd January of every year be declared as a public holiday”.

Private Member Resolution

This House resolves that “Our allegiance as Indians should not be affected by any kind of competing allegiance” as quoted by Dr. B.R. Ambedkar. A recent documentary released by the British Broadcasting Corporation (BBC) is yet another malicious attempt to blame the then State Government for the Godhra carnage in Gujarat and the consequent communal riots that took place in Gujarat in the year 2002. In response to the detailed investigation conducted regarding these unfortunate incidents of year 2002, the State Government vide notification dated 6.3.2002, formed an Inquiry Commission headed by High Court Justice K.G. Shah. The State Government vide notification dated 21.5.2002 appointed retired Supreme Court Justice G.T. Nanavati as the Chairman and retired High Court Justice K. G. Shah as the Member of Nanavati Shah Commission. On 20.7.2004, history was created by including the conduct of the then Chief Minister and his Council of Ministers within the scope of the Commission’s inquiry. This unprecedented action fulfils the principle of accountability and transparency. At the end of the extensive investigation conducted by the said Inquiry Commission, the Commission, it came to the conclusion that the incident of burning a train compartment at Godhra railway station on 27.2.2002 was a premediated conspiracy. The communal riots that broke out in Gujarat after 27.2.2002 were spontaneous. The Commission in its report it has stated that no evidence has been found that the State Government, religious organization or political party played any role in these riots. Both the above reports have been tabled in the Assembly. It becomes important for this House to review the incident with this in mind, which clearly leads to the innocence of the current Hon’ble Prime Minister in the Gujarat riots of 2002. Moreover, any collusion and inaction on behalf of the Government of Gujarat has been steadfastly denied by the Hon’ble Supreme Court. In the context of these incidents in Gujarat, there has been a deliberate and malafide attempt to discredit the popularity of the then Chief Minister and the Present Prime Minister of India through a recently released B.B.C. documentary. Twenty years since the incident, the BBC seems to be playing a negative role by releasing a documentary with an agenda to taint the rising international prestige of the Hon’ble Prime Minister, his resolute leadership and to thwart his determination to make India a world leader in the social and economic spheres. This documentary holds the then Chief Minister directly responsible for these unfortunate events that took place in Gujarat, which is in stark contrast to the Nanavati Commission’s “clean chit” to the State Government over the Godhra carnage and consequent communal riots. Attempts made by some nefarious elements and NGOs who act as instruments of the foreign Governments by moving Metropolitan Court, Gujarat High Court and Supreme Court with the demand to hold the then Hon. Chief Minister, office bearers and officials accountable directly or indirectly, have been unsuccessful. This BBC documentary, with maligned intentions misrepresenting the events of 2002, is a malicious and a low-level attempt to tarnish India’s global image internationally. India is a democratic country and freedom of expression is at the core of its Constitution. But, that does not mean that any news media can act in a capricious manner by abusing such freedom. If someone behaves or acts like this, it can never be tolerated. BBC is losing its credibility and it seems to be working with some hidden agenda against India and the Indian Government. Hence, this House requests the Central Government to take strict action against the whimsical findings shown in the BBC documentary.”

Attention of the House is Drawn to constant shortage of water supply in Vasco Constituency, the over head tanks of Vasco Constituency and around which are linked to water supply need urgent attention. it requires maintenance, repairs. people staying nearby tank at new vaddem residence in fear as its cement keeps on falling, it requires cleaning. it has been understood that many years past that no cleaning has been done from past so many years. The Steps of the Government to rectify the same."

Old Ribandar Causeway

“Fear and anxiety in the minds of the people travelling from Panjim to Ponda on safety of the 400 year old Ribandar causeway also known as Ponte de Linhares connecting Panjim to Old Goa via the village of Ribandar. Initially, built to carry horse-drawn carriages and has since stood the test of the time and is being used by all kinds of traffic including buses. In November 2021, half a meter section of the causeway had sunk which was later repaired. The following year in August 2022, one lane of the causeway was shut down after the base under an archway was seen to have been corroded. The Steps the Government has taken in this matter”.

“fear and anxiety in the minds of the people of Calangute, Pilerne, Saligao and Porvorim that due to the sudden outbreak of massive fire at the Berger- Becker Paint factory at Pilerne Industrial Estate at Saligao, the sudden pollution created in the form of carbon monoxide and various other harmful gases in the environment could create health issues especially to high risk people with asthma or chronic respiratory illnesses and infants. The water of the wells in the said areas has also been contaminated and not safe for drinking purposes, especially in saipem vaddo of Candolim villages. The steps the Government intends to undertake in the matter”.

critical issue affecting thousands of citizens residing in housing cooperative societies.

Kind attention of this House is drawn to a critical issue affecting thousands of citizens residing in housing cooperative societies.
Many of these societies have not yet been able to transfer the title of their land from the original developers. The lack of clear title is creating significant hardships for our constituents, preventing them from selling their flats or availing of necessary loan facilities.
The current stamp duty and registration fees are high, making it  unviable for these societies to regularize their property titles. This has created a deadlock, leaving them state of uncertainty.
I would like to commend the Honourable Chief Minister for introducing a special amnesty scheme to address this very problem. But there remains a lack of clarity regarding the scheme\'s progress and its current status.
I urge the government to provide an update on the implementation of this scheme and to take immediate steps to ensure that these citizens can regularize their property titles without undue financial burden.

Fear and anxiety in the minds of people of Vasco regarding the non compliance of order dated 9/07/25  by Collector South  to various Government Department\'s with regards to removal of the illegally installed gate and compound wall by the MPA  in total violation of all laws making it an accident-prone zone and a constant fear that MPA may close these gates and in addition prohibit public access to the newly built Loop bridge.

Also growing public resentment against suspicious closure of the Portuguese era footbridge by MPA, citing flimsy reasons.. This bridge served as shorter/alternate way for the general public/ school students  from Baina to Vasco city raising doubts of MPA\'S intentions regarding public access.
Seeking immediate intervention by Hon. CM  before this turns into a law and order issue.

Issue of transfer of shop occupancy from the original lease holders to themselves prior to 2002.

I wish to draw the attention of the House to a matter of municipal occupants

I  bring to your notice a pressing issue affecting approximately 33 occupants of municipal shops in Mormugao Municipal Council. These individuals, who are not related by blood, have been facing undue fear and anxiety due to the uncertainty surrounding their occupancy rights.

- The occupants applied for transfer of occupancy from the original lease holders to themselves prior to 2002.
- The council collected transfer fees from these applicants, and the process was undertaken based on municipal council resolutions and directions from the Director of Municipal Administration.

Despite fulfilling all requirements and making the necessary payments, these occupants have been left disappointed and frustrated due to the lack of progress in their cases. The prolonged uncertainty has caused significant anxiety and fear among them.

I humbly request your intervention in this matter Given the council\'s past actions and the payments made by the occupants, it is imperative that a solution is found to protect the rights of these individuals. I request Hon\'ble minutes to look into this matter urgently and provide a way forward to resolve this issue, including considering amendments to the Municipal Acts if necessary or may take a legal opinion in this matter.

The recent circular halting grant of new water connections, previously issued under the Health Act based on NOCs from the MMC has caused fear and anxiety among residents.

The recent circular halting grant of new water connections, previously issued under the Health Act based on NOCs from the MMC has caused fear and anxiety among residents. The Water Department\'s insistence on ownership and title documents is creating widespread resentment, impacting families in long-established homes and those who have undergone family partitions.
Many houses have been there for 40 to 50 years or more. 
Over generations, joint families have split into nuclear units, requiring separate water connections within the same property. These families lack individual title documents for their property many of which are on Govt or communidade land
Also there are cases where individuals have been unable to obtain water connections at all
Request that Hon Chief Minister intervene in this critical matter. Water is a fundamental necessity for life, and people should not be deprived of this essential service.

Fear and Anxiety in minds of parents,students and teachers due to the dilapidated condition of the Government High School (Main) Vasco & the Government Higher Secondary School, Baina.
These school buildings are severely dilapidated, posing a grave danger to the lives of students and teachers. After CM intervened, and instructed to initiate repairs all due processes were completed, however the repair work still has not been taken up.
Students have shifted to different schools causing them much inconvenience  Requesting Hon CM to kindly intervene so that these repairs are carried out immediately.

(a) the current status of the proposed International Cricket Stadium at Dhargal, Pernem Taluka, on the 1,89,930 square meters of land allotted to the Goa Cricket Association (GCA) by the Directorate of Sports and Youth Affairs, the reasons the construction work has not yet commenced despite the land being acquired and allotted to GCA since 2011;
(b) whether the Department can confirm a definite timeline for the commencement of construction works for the said International Cricket Stadium;
(c) the action being taken by the Government to ensure that the GCA functionaries effectively utilizes the grants received including the promised Rs 100 crore from the Board of Control for Cricket in India (BCCI), specifically for infrastructure development and construction of the International Cricket Stadium; and
(d)  the specific oversight mechanisms currently in place given that the GCA is registered under the Societies Registration Act, to monitor their activities, ensure transparency and accountability in the utilization of Government funds and grants, including the significant grant from the BCCI, to prevent any misuse of funds as has been reported in the past concerning GCA?
