“This House resolves that the Government makes provision for constructing Western Bypass on Stilts at Benaulim on the basis of the facts that on 5th July 2022 and 5th July 2023, the entire catchment area at Benaulim and the carrying capacity of River Sal were overflowing at High Tide and with heavy rains at the same time, which proved that the Study Report provided by the WRD wrongly produced Rational Formula and Ryve's formula which showed wrongly derived Peak Flood Discharge and Discharge capacity of the River Sal."

Further, the drivers holding a taxi badge be allowed to continue to drive the tourist vehicles without any changes.”

“This House strongly recommends the Government to implement a permanent pension scheme for retired Goan Seafarers and their widows via “The Goa Welfare / Pension Scheme for Seafarers, 2012”  and further integrate the DSS scheme with “The Goa Welfare / Pension Scheme for Seafarers, 2012”  in order to avoid partial withdrawing from NRI Department and partial from Social Welfare Department and to mitigate the hardship faced by senior seafarer citizen and their widow.

Hike the power tariff in the State

The attention of the House is drawn as regards the apprehension of the people as regards the proposal of the Power Department to hike the power tariff in the State, thereby putting a burden on the domestic consumers who is already reeling overburdened due to rising prices and increasing cost of living. Further, the department intends to introduce Smart Meters forcing every consumer to pay without reason, The Government should re-examine both the issues as the government can meet the revenue deficits through alternative means and the Smart Meter installation charge is avoidable and unnecessary. The steps Government will take in this matter

“Fear and anxiety in the minds of every person as there is a high risk of accidents near Orlim Impala junction, where there are pavement blocks which have been exposed and several people have fallen down, as well as a pipe is projecting out in between the road, and department does not even rectify after knowing the fact and this allows accidents to continue, immediate new pavement\'s to be installed at the junction and the exposed pipe to be cut.”

De-notification of the Re-notified Regional Plan 2021 Concerning Proposed 10, 15, 25, and 30-Meters Roads in Villages of Goa

\"Fear and anxiety in the minds of general public of Goa due the the Re-notified Regional Plan 2021 for the State of Goa, prepared under the provisions of the Goa, Daman and Diu Town and Country Planning  Act, 1974, proposes the development of roads measuring 10, 15, 25, and 30 meters in width across various villages in Goa; This proposed roads has created a lot of displacement of families, loss of agricultural and ecologically sensitive land, disruption of traditional village layouts, and adverse impacts on the socio-cultural and
environmental fabric of rural Goa. THEREFORE, THIS HOUSE RESOLVES THAT:
1. The Re-notified Regional Plan 2021, to the extent that it proposes 10, 15, 25,
and 30-meter roads in the villages of Goa, be de-notified with immediate effect.
2. The Government of Goa undertake a comprehensive review of the Regional
Plan 2021 through a transparent and participatory process, involving all
stakeholders, including local communities, village panchayats, and environmental
experts, to ensure that any future road development proposals align with the
principles of sustainable development, ecological preservation, and the socio cultural
ethos of Goa.
3. The Government suspend all actions related to land acquisition, demarcation,
or construction of the proposed roads until such a review is completed and a
revised plan is approved with the consensus of the affected communities.

001A - INSTRUCTIONAL HOURS UNDER NCrF AND NEP

*WILL the Minister for Education be pleased to state:

  1. in view of the reply given to Starred LAQ. No. 003B answered on 28/07/2025, stating that the mandated 1,200 annual learning hours include components beyond classroom teaching, and the reply given to Starred L.A.Q. No. 004A answered on 13/01/2026, wherein a figure of 1,100 instructional hours has been stated, furnish the details--copy of the relevant notification or provision-- whether the National Credit Framework (NCrF) or any State-notified guideline prescribes 1,100 minimum instructional hours; 
  2. the exact break-up of the 1,200 annual learning hours, clearly indicating the hours allocated to (i) in-class academic instruction, (ii) assignments and home study,   (iii) sports and physical education,   (iv) arts and co-curricular activities and (v) skill-based or experiential learning, along with the guidelines issued to schools for uniform implementation across the State;
  3. whether arts education, physical education and vocational/skill modules are included within instructional hours, as per NCrF, and if so, how these have been accounted for while arriving at the figure of 1,100 hours;
  4. the steps that the Government will take or has taken to ensure that student workload, compliance under NEP, and academic accountability are adhered for uniform application in all institutions;  and whether the Government proposes to issue clear instructions to ensure that Schools, parents and students are not misled regarding mandated instructional hours; and
  5. whether the structural audit of Schools has been done, if so, provide School-wise details in tabular format and if any incidents of collapse or failure of school infrastructure—including roofs, false ceilings, fans, or other building components—have occurred in any School in the State during the last five years; if so, the details of such incidents, including names of schools, number of students injured (if any) and the action taken against responsible officials or contractors; whether structural safety audits of school buildings have been conducted; if so, the details thereof along with copies of audit reports and names of schools which were repaired during the school hours—while students were in the class?

016A - DECLINING TRADITIONAL CROPS AND PRODUCTIVITY

*WILL the Minister for Agriculture be pleased to state:

  1. whether it is a fact that Goa’s coconut production has fallen by over 7% in the last two years, and productivity per hectare has also declined; provide year-wise production and yield data for the last five years, and reasons for the decline;
  2. despite assurances in the Assembly on support schemes, why have farmers continued to report senile plantations, labor shortages and rising input costs as major constraints in coconut cultivation;
  3. state the steps taken by the Government to encourage rehabilitation of ageing coconut groves with high-yielding varieties, ensure pest control and provide affordable labor support; give timelines and budget allocations for these measures;
  4. with cashew cultivation and processing under growing stress due to stem borer infestation, land shrinkage and market competition, provide district-wise trends in cashew output over the last five years and an assessment of the effectiveness of subsidy and extension support; and
  5. whether the Department has conducted an impact assessment of traditional crop decline on food security, cultural heritage (e.g., harvest festivals) and intergenerational farm continuity; if so, provide key findings and corrective actions planned?

100 - RISING DROPOUT RATES AND IMPLEMENTATION LAG OF NATIONAL EDUCATION POLICY

Will the Minister for Education be pleased to state:

  1. whether the Government is aware that Goa’s school dropout rate at the secondary level (Classes IX-X) raised to 8.1% in 2024-25, nearly matching the national average, with boys dropping out at higher rates; provide the detailed UDISE+ data for dropouts by class, gender and district;
  2. the steps the Education Department has taken to arrest and reverse the rising dropout trend, including targeted retention programmes, counselling services or financial support schemes for vulnerable students;
  3. whether the implementation of the National Education Policy (NEP) 2020 in Goa schools including curriculum restructuring, teacher training and foundational learning support is on track; if so, provide the milestones achieved and the projected timeline for full implementation by 2028; if not, state the reasons for delay;
  4. whether the Department has commissioned independent monitoring or evaluation of NEP implementation outcomes (e.g., learning outcomes, competency building and infrastructure upgrades); if so, share the latest evaluation results and specific corrective measures taken; and
  5. the delays and rising dropout, what accountability mechanisms are being put in place to ensure improved performance of schools and timely implementation of NEP reforms  including periodic public reporting?

101 - FALLING ENROLMENT, SCHOOL CLOSURES AND PUBLIC EDUCATION SYSTEM

Will the Minister for Education be pleased to state:

  1. whether it is a fact that a significant number of government schools in Goa have been closed or merged due to declining student enrolment, with data showing that from 2014-15 to 2024-25 the number of schools fell from 906 to 694 and that many schools now have fewer than five young students; provide details of closures/mergers year-wise;
  2. what precise measures the Education Department has taken to stop the erosion of enrolment in government schools, especially in rural and tribal areas, including outreach, infrastructure improvement or incentive schemes for parents;
  3. whether any assessment has been conducted to determine why parents increasingly prefer private schools over Government schools — including factors such as infrastructure, teaching quality, safety, and campus facilities; if so, provide the findings and corrective action taken;
  4. whether the Department has allocated and utilized targeted funds under Samagra Shiksha or other central/state schemes to improve the quality of government schools; if so, provide utilization details for the last three years and reasons for shortfalls, if any; and
  5. the declining enrolment and closures, what clear time-bound plan the Government has to revive confidence in public schooling, including minimum teacher-student ratios, improved facilities, and performance monitoring?

  1. the uptake and ground impact of recently announced interest subsidy schemes for agricultural loans, including the number of beneficiaries, total disbursed subsidy, and monitoring mechanism;
  2. despite enhanced subsidies and assured pricing for paddy and other crops, the reason of still reporting distress of farmers; furnish data on scheme benefits utilized versus eligible farmers for the last three years;
  3. what measures are in place to incentivize youth participation in agriculture and revival of fallow land; provide an assessment of results achieved to date;
  4. whether the Department’s extension services (ATMA, KVKs) have achieved measurable improvements in farmer knowledge and adoption of modern practices; cite outcome indicators; and
  5. the persistent inequality in agricultural output between South and North Goa, what targeted region-specific interventions are planned to balance agricultural growth across the state?
