“This House resolves that the Government makes provision for constructing Western Bypass on Stilts at Benaulim on the basis of the facts that on 5th July 2022 and 5th July 2023, the entire catchment area at Benaulim and the carrying capacity of River Sal were overflowing at High Tide and with heavy rains at the same time, which proved that the Study Report provided by the WRD wrongly produced Rational Formula and Ryve's formula which showed wrongly derived Peak Flood Discharge and Discharge capacity of the River Sal."

“This House strongly recommends the Government to implement a permanent pension scheme for retired Goan Seafarers and their widows via “The Goa Welfare / Pension Scheme for Seafarers, 2012”  and further integrate the DSS scheme with “The Goa Welfare / Pension Scheme for Seafarers, 2012”  in order to avoid partial withdrawing from NRI Department and partial from Social Welfare Department and to mitigate the hardship faced by senior seafarer citizen and their widow.

The attention of the House is drawn as regards the apprehension of the people as regards the proposal of the Power Department to hike the power tariff in the State, thereby putting a burden on the domestic consumers who is already reeling overburdened due to rising prices and increasing cost of living. Further, the department intends to introduce Smart Meters forcing every consumer to pay without reason, The Government should re-examine both the issues as the government can meet the revenue deficits through alternative means and the Smart Meter installation charge is avoidable and unnecessary. The steps Government will take in this matter

Master Plan to safeguard the UNESCO World Heritage sites

"The attention of the House is drawn to the urgent need for a Master Plan to safeguard the UNESCO World Heritage sites in Old Goa. Despite the Archaeological Survey of India (ASI) protecting 14 heritage monuments/sites under the Ancient Monuments and Archaeological Sites and Remains Act, 1958, with prohibited and regulated zones, illegal construction attempts persist. Urgent Concern Regarding Buffalo meat Shortage in Goa

Hon’ble Speaker,
I rise to bring to the attention of this august House a pressing issue affecting the people of Goa—the acute shortage of buffalo meat /beef in the state. This shortage has caused significant distress among communities that rely on beef as a staple in their diet, impacting their cultural, social, and economic well-being.
This shortage is reportedly due to disruptions in the supply chain, restrictions on cattle transport, and inconsistent regulatory enforcement, which have collectively strained the availability of this essential commodity.

I urge the State Government to take immediate steps to address this issue by:
1.  Investigating the root causes of the beef shortage and ensuring a stable supply chain.
2.  Engaging with stakeholders, including traders and community representatives, to find sustainable solutions.
3.  Reviewing and streamlining regulations related to cattle transport and trade to prevent disruptions while ensuring compliance with legal frameworks.
4.  Providing relief to affected vendors and consumers to mitigate the economic impact.
This House deserves to know how the Government plans to safeguard the interests of its people and preserve the state’s cultural harmony.

Honorable members of the House, I rise to bring attention to a pressing matter regarding contract teachers in Goa Government schools and Government-aided schools. These dedicated educators have been serving our education system with passion and commitment, often under precarious conditions.
I urge the Government to consider making contract teachers in Goa Government schools and Government-aided schools permanent in the financial year 2025-26. This move would not only boost teacher morale but also ensure stability and continuity in our education system.
I request the Government to take immediate action on this matter.

Delay in Rollout of HPV Vaccination for Women at Government Hospitals in Goa

I wish to draw the attention of the House to a matter of urgent public health concern. Two weeks ago, an enquiry was conducted regarding the availability of the HPV vaccine (for cervical cancer prevention) at Goa Medical College, Bambolim. It was found that while the Paediatrics Department is administering the vaccine to girls up to 14 years of age, the Gynaecology Department has not yet started the vaccination for women.
The rollout was scheduled to begin in July 2025, but no vaccines have been received from the Health Ministry, and the programme is yet to start in government hospitals.
This delay is concerning, given the importance of the HPV vaccine in preventing cervical cancer. I urge the Government to take immediate steps to address this issue and ensure the timely implementation of the programme across all public health facilities.

a) furnish copies of all Gram Sabha resolutions received by the Directorate of Panchayats from all Village Panchayats in the State during the last five years (2019–2024) that relate to Town & Country Planning proposals, construction of swimming pools, commercial projects, multi-family housing projects and requests for carrying capacity studies;
b) the number of such resolutions acted upon by the Department and furnish a tabulated list indicating the Panchayat name, date of resolution and subject matter, further action taken on each resolution by the Directorate of Panchayats;
c) furnish details whether the Directorate of Panchayats has dedicated technical staff, planning units, or any special cell as on date to assess, verify and process infrastructure-related issues, given the recurring clause in TCP clearance orders stating: “The Village Panchayat shall ensure … availability of power and water supply and other required infrastructure before issuing licence.”;
d) whether the Government proposes to allocate funds to Village Panchayats specifically for undertaking carrying capacity studies to assess infrastructure readiness (including power, water, sewage, and road networks), and if so, the timeframe by which such funds will be made available; and
e) furnish details of difficulties and hardships reported by the Panchayats to the Directorate in fulfilling their responsibilities under the condition inserted in Technical Clearance Orders issued by the Town & Country Planning Department, which mandates Panchayats to ensure adequate power and water supply and other infrastructure before issuing construction licenses?

Answer:

Answer:- Sir, No such resolution is received by Directorate of Panchayats. However, the resolutions adopted by some Village Panchayats and addressed to Town and  Country Planning, Health Officer etc., are enclosed herewith as per Annexure “A’’.

Answer:- Not Applicable

Answer:- No such dedicated technical staff, planning units, or any special cell as on date to assess, verify and process infrastructure-related issues is available in Directorate of Panchayats or Village Panchayats. However, Village Panchayats often request Public Work Department NOC and Electricity Department NOC for availability of water and electricity before issuing license to bigger project.


d) whether the Government proposes to allocate funds to Village Panchayats specifically for undertaking carrying capacity studies to assess infrastructure readiness (including power, water, sewage, and road networks), and if so, the timeframe by which such funds will be made available; and

Answer:- No such proposal is under consideration for undertaking carrying capacity studies to assess infrastructure readiness (including power, water, sewage, and road networks) with the Directorate of Panchayats. 


e) furnish details of difficulties and hardships reported by the Panchayats to the Directorate in fulfilling their responsibilities under the condition inserted in Technical Clearance Orders issued by the Town & Country Planning Department, which mandates Panchayats to ensure adequate power and water supply and other infrastructure before issuing construction licenses?

Answer:- No such difficulties are reported by Village Panchayats to Directorate of Panchayats. However, Village Panchayats often request Public Work Department NOC and Electricity Department NOC for availability of water and electricity before issuing license to bigger project.

(a) furnish a copy of the entire application submitted by Spark Healthline Pvt Ltd for the Investment Promotion Area in Reis Magos, with all the attached maps indicating slope and current land use, as well as the detailed project proposal;
(b) furnish copies of reports and comments received from concerned departments regarding this project, including: Town & Country Planning Department (land use and slope verification), Mamlatdar (tenancy status), Public Works Department (water supply feasibility), and Directorate of Settlement & Land Records (survey and land records verification);
(c) furnish copies of all objections or representations received from the Panchayat, NGOs, and citizens against the notification of this Investment Promotion Area, along with the minutes of meetings, orders or final decisions taken by the Investment Promotion Board on these objections;
(d) furnish copies of Cabinet meeting minutes or extracts approving the notification, along with copies of all No Objection Certificates (NOCs) and statutory clearances obtained from the Goa Coastal Zone Management Authority (CRZ), Forest Department, Town & Country Planning Department or any other relevant authorities and furnish copies of the finally approved project plans showing area-wise breakup, number of jobs promised and projected infrastructure demand (water, power, waste, etc.); and
(e)  whether Spark Health line Pvt Ltd has any prior experience or expertise in developing or operating resorts; furnish an explanation or documentary basis showing how the proposed resort project qualifies as an \"investment promotion\" project under the criteria used by the Investment Promotion Board?

(b) furnish a list of all Village Panchayats where Material Recovery Facilities (MRF) are either non-existent or not meeting the prescribed standards as on date, with name of the Panchayat, current status of MRF, specific deficiencies identified, timeline for compliance and reasons for non-compliance;

(c) furnish taluka-wise detailed information in tabular format for all Village Panchayats and Municipalities regarding Solid Waste Management, with name of the Panchayat or Municipality, daily garbage generation (in tons), segregation capacity, wet waste processing capacity, dry waste processing capacity and the gap between generation and processing capacity;

(d) furnish a list of Village Panchayats that presently have operational sewage networks and Sewage Treatment Plants (STPs), with name of the Panchayat, length of sewerage network (in km), capacity of STP (in MLD), current operating status and percentage of population covered; and

(e) the measures undertaken by the Department to ensure standardization and improvement of waste management and sewage infrastructure in all Village Panchayats, with details of funds allocated and utilized for these purposes in each Panchayat during the last two years?
