This House strongly recommends the Government to commemorate 16th January as ‘Asmitai Dis - Opinion Poll Day’ as an official day of the State Government and hold ‘Asmitai Dis - Opinion Poll Day’ as Official State Function to commemorate the same. The same is to recognize the efforts of proud and brave Goans to maintain their separate identity as Goans.”

“This House strongly recommends the Government to immediately set up a High-Level Inquiry Commission under Retired High Court Judge with Experts from various fields as its members to investigate the cause of Fire Incidents in Mhadei Wildlife Sanctuary, Eco Sensitive Zones, Hills and Forest Areas. "The High-Level Commission should be given the mandate to investigate the "Conspiracy Angle" as well as conduct a "Scientific Study" to find the cause of the devastating Fires in Mhadei Wildlife Sanctuary, Eco Sensitive Zones, Hills and Forest Areas.”  

“This House strongly recommends the Government to take immediate steps to stop the unjust customs of widow discrimination, widow abuse and widow isolation in the State. A few Village Panchayats in Goa have taken resolutions against such outdated and inhuman customs and that widows be treated on par with married women. The steps the Government intends to take in co-ordination with Directorate of Panchayats, Municipal Administration, Goa State Women’s Commission and Goa Human Rights Commission to convene Gram Sabhas of Village Panchayats, organize awareness meetings in every city and meetings of various NGOs to express solidarity with widows and to boost their confidence against such obsolete and archaic practices prevailing in the community and recommends Government to contemplate bringing a law to stop such unjust practices.” 

This House unanimously and strongly recommends that the contents on "The Chieftains of Cuncolim” be introduced at the appropriate stage in the school and college curriculum consequent on the decision of the Government of Goa to celebrate 15th July 1583 (Cuncolim Revolt) as the National War Memorial Day. The  Gaonkar's of Cuncolim stood up to the colonial powers boycotting the colonial  decrees and registered their protests by not paying any revenue to the Government centuries before similar protests and boycotts got popularized as the “non- cooperation movement”. These deeds of courage, valiant struggle and sacrifices of Goan's and specially the people of Cuncolim should be learnt and taught as part of Goa’s political struggle against colonial powers strictly as historical facts without fanning xenophobia of any kind.

The attention of the House is drawn as regards the apprehension of the people as regards the proposal of the Power Department to hike the power tariff in the State, thereby putting a burden on the domestic consumers who is already reeling overburdened due to rising prices and increasing cost of living. Further, the department intends to introduce Smart Meters forcing every consumer to pay without reason, The Government should re-examine both the issues as the government can meet the revenue deficits through alternative means and the Smart Meter installation charge is avoidable and unnecessary. The steps Government will take in this matter

“Attention of the House is drawn as regards to the unchecked influx of gig economy workers employed by platforms such as Zomato, Swiggy and Blinkit, who are reportedly bringing in over 8,000 delivery agents from outside the State, along with their own vehicles bearing registration plates from other States. The steps the Government has taken to protect local employment, enforce transport and labour regulations and ensure that these platforms operate within a framework that prioritises Goa’s economic and social interests.”

“Attention of the House is drawn to the rising  number of accidents injuring people as also fatal accidents in last few days which clearly has been due to poor maintenance of roads by the PWD with failure to take due and steps despite Hon. Supreme Court directives and Orders of the State Government. The steps the Government intends to take in this regard.”

"The attention of the House is drawn to the urgent need for a Master Plan to safeguard the UNESCO World Heritage sites in Old Goa. Despite the Archaeological Survey of India (ASI) protecting 14 heritage monuments/sites under the Ancient Monuments and Archaeological Sites and Remains Act, 1958, with prohibited and regulated zones, illegal construction attempts persist. A Master Plan and strict enforcement of rules and regulations are essential to preserve these sites. The steps Government will take in this matter."

“Attention of the House is drawn as regards growing crimes of theft, robbery, dacoity, crimes related to women and children does endangering the safety of    the people and more specifically children, women and senior citizens. The steps the Government will take in this regards”.  

Fear and anxiety due to sudden retrenchment of around 84 workers by Sesa Resources Ltd. (Vedanta) on 26th July, 2025. In a suddenly summoned meeting with the Union committee, the Company officials declared the retrenchment. Steps the government proposes to take in this regard.

Sub: Liquor outlets at Manohar International Airport, Mopa.

This is to draw attention of the government to reports that out of the 11 liquor outlets at the Manohar airportexcise, Mopa, 9 are established and run by non-locals. The outlets of the locals are only 2 of the total 11. This is the most disturbing and worrying issue wherein the government itself follows the deliberate trend of providing full and unstinted support and cooperation to non-local and non-Goan businesses even in areas where locals have the willingness, ability and tested credentials. The Chief Minister holds the portfolios of Excise, Civil Aviation and Airports. When all MLAs in the House voice concerns and demand preferential treatment for locals and Goans, these trends definitely cause anxiety  and apprehensions of the practices adopted by the government. The Chief Minister needs to make issues clear to the House.

Fear and anxiety due to noise pollution in coastal belt and particularly in  Vagator, Baga, Calangute with loud music from hotels, restaurants and clubs till mid-night and post-midnight at some locations. The people are frustrated by filing complaints after complaints every day. This is open defiance to the directives of the High Court and the regulations of the GSPCB. The Hon. Minister may issue strict instructions to the police for enforcement and go for enhanced punitive action.

This is to draw the attention of the Hon. Chief Minister who holds the portfolio of Skill Development & Entrepreneurship to the limited availability of locals as trained Home Nurses (Male and Female). The demand for Home Nurses as care takers of elderly and patients is on the rise in the state. The cost of 24 hour nursing care at home ranges from Rs. 1800/- to 2500/- in Goa. The Directorate of Skill Development & Entrepreneurship may take steps to initiate and popularise a short-duration course of 6 to 8 months in Home Care Nursing. Any person in the age group of 18 to 45 with a minimum schooling up to Std. VIII be made eligible to join. The Directorate could do this in conjunction with Nursing Institutes, GMC, District Hospitals and Directorate of Health Services.

Obstruction of Battery backup van for Mobile towers

“The attention of the House is drawn to the issue of obstruction created by Battery backup/ power generators vans, which are stationed on roads to keep alive signals of mobile towers erected on national highways. These stationed vehicles pose danger to the movement of other vehicles. The steps the Government will take in this matter
