Heritage Conservation Policy

“This House strongly resolves the Government to formulate a Heritage Conservation Policy. Goa has got 51 notified structures under the State Archaeology Department and close to 430 additional monuments and structures with immense heritage value, the State Government is yet to put in place a ‘Heritage Conservation Policy’ to conserve and preserve these architectural monuments”.

Hike the power tariff in the State

The attention of the House is drawn as regards the apprehension of the people as regards the proposal of the Power Department to hike the power tariff in the State, thereby putting a burden on the domestic consumers who is already reeling overburdened due to rising prices and increasing cost of living. Further, the department intends to introduce Smart Meters forcing every consumer to pay without reason, The Government should re-examine both the issues as the government can meet the revenue deficits through alternative means and the Smart Meter installation charge is avoidable and unnecessary. The steps Government will take in this matter

“Attention of the House is drawn as regards to the unchecked influx of gig economy workers employed by platforms such as Zomato, Swiggy and Blinkit, who are reportedly bringing in over 8,000 delivery agents from outside the State, along with their own vehicles bearing registration plates from other States. The steps the Government has taken to protect local employment, enforce transport and labour regulations and ensure that these platforms operate within a framework that prioritises Goa’s economic and social interests.”

Master Plan to safeguard the UNESCO World Heritage sites

"The attention of the House is drawn to the urgent need for a Master Plan to safeguard the UNESCO World Heritage sites in Old Goa. Despite the Archaeological Survey of India (ASI) protecting 14 heritage monuments/sites under the Ancient Monuments and Archaeological Sites and Remains Act, 1958, with prohibited and regulated zones, illegal construction attempts persist. A Master Plan and strict enforcement of rules and regulations are essential to preserve these sites. The steps Government will take in this matter."

Uncontrolled and unchecked blasting and crushing activities around Tilari river and dam affecting North Goa water supply

Fear and anxiety in the minds of North Goa residents and tourism industry as Tilari river flowing from Maharashtra that provides 73% of water supply to Goa on which majority of the North Goa and especially the tourism belt of coastal North Goa depends upon is under the threat due to large scale blasting and crushers and construction of roads along the Tilari rives that results in siltation and will damage the dam and water holding capacity of the dam and river. The Goa Government is requested to raise the matter with Maharashtra Government to take action on such uncontrolled activities as otherwise it will affect the citizens as well as tourism industry.

Sealing and Excavations of Arsenal area at Old Goa

As per ASI findings, there is possibility of finding several ancient artefacts at the site where presently the parking project near Old Goa churches is being planned by Goa Tourism under PRASAD schemes.
Several cannon, pottery, coins, and architectural fragments that shed new light on regions past are discovered and hence there is an urgent need to stop and cancel any development work in the region and seal the entire area and take following actions:
Not to Conduct further excavations, develop proper plan for conservation and preservation, and ensure protection of the site.
Evacuate and demolish the temporarily built Police station and demolish any temporally built structures during exposition.
Government needs to act swiftly and prevent any further damage and take action in coordination with ASI to protect the site and preserve its ancient past.

Archaeology

Deterioration of Traditional Communal Wells and Water Sources in Velim

I rise to bring attention to the silent decline of traditional communal wells and natural water sources in Velim—a loss that affects both water security and cultural heritage.

In villages like Assolna, Chinchinim, and Velim, Dramapur,Sarzora communal wells and springs once served as lifelines. Today, many lie neglected—choked with debris, encroached upon, or contaminated due to lack of upkeep.

The monsoon further aggravates the risk, as surface contaminants seep into these unmaintained sources. We are losing not just water access, but centuries of local water wisdom.

I urge the government to:
- Conduct a detailed survey and mapping of all traditional water sources in Velim constituency 
- Allocate funds for cleaning, desilting, repair, and protection of these assets.
- Develop a long-term maintenance policy involving local communities and NGOs.
- Run awareness campaigns to prevent dumping and promote conservation.

Preserving these water bodies is vital—for ecology, heritage, and the dignity of daily life.

Urgent Action Required to Address Stray Cattle Threat in Velim

Fear and anxiety in the minds of villagers and commuters from Velim, Chinchinim and Assolna as the stray cattles occupy the road leading to frequent accidents especially at night thereby creating danger to human life as well as injuries to these animals.
These cattles are either abandoned or left unsupervised and hence there is a need to impound them and /or to be transferred to animal shelter homes to take good care of them.
Besides compromising safety, stray cattles destroy farmland and damage public property leading to loss for farmers and local bodies. There have been no visible action taken by concerned authorities of this persistent issue but only when VIP entourage passes through this road, these animals are whisked away during that time only.
I urge the Government to:
Launch a constituency-wide plan for cattle impounding and rehabilitation with proper shelters.  
Enforce penalties and run awareness drives targeting irresponsible cattle ownership.  
Improve coordination among Panchayats, Animal Husbandry, and Traffic Police for swift complaint redressal.  
Explore community-driven and eco-sensitive solutions like designated grazing zones.

Protecting lives and livelihoods demands urgent, coordinated intervention.

Alarming Rise in Illegal E-Cigarette Use Among Youth

Despite a nationwide ban under the Prohibition of Electronic Cigarettes Act, 2019, e-cigarettes are being illegally sold near schools and colleges. These devices, disguised as pens or USB drives, are luring students with fruity flavours and misleading packaging.

Nicotine addiction, respiratory issues, and long-term harm are rising. Teachers report growing cases. Online sales continue unchecked. Goa must not wait.

I urge the Government to crack down on illegal sales, monitor digital platforms, and launch awareness campaigns in Konkani and English. Let Panchayats help report violations and protect our children.

Speaker Sir, this is not a trend—it’s a threat.

*Will the  Minister for Industries be pleased to state:

(a) furnish a copy of the entire application submitted by Spark Healthline Pvt Ltd for the Investment Promotion Area in Reis Magos, with all the attached maps indicating slope and current land use, as well as the detailed project proposal;
(b) furnish copies of reports and comments received from concerned departments regarding this project, including: Town & Country Planning Department (land use and slope verification), Mamlatdar (tenancy status), Public Works Department (water supply feasibility), and Directorate of Settlement & Land Records (survey and land records verification);
(c) furnish copies of all objections or representations received from the Panchayat, NGOs, and citizens against the notification of this Investment Promotion Area, along with the minutes of meetings, orders or final decisions taken by the Investment Promotion Board on these objections;
(d) furnish copies of Cabinet meeting minutes or extracts approving the notification, along with copies of all No Objection Certificates (NOCs) and statutory clearances obtained from the Goa Coastal Zone Management Authority (CRZ), Forest Department, Town & Country Planning Department or any other relevant authorities and furnish copies of the finally approved project plans showing area-wise breakup, number of jobs promised and projected infrastructure demand (water, power, waste, etc.); and

a) furnish the list of all four wheeler taxies operating in the State under various categories as on date with name of the transport office where registered, registration number of vehicle, name of the owner, residential/office address as stated in RC book, date of registration, whether it is a Black & Yellow taxi or tourist taxi, whether it is self-driven tourist taxi, the taxi permit number and date of issue;
b) furnish the list of all taxi drivers who have badges issued by the Department with name of the driver, driving license number, residential address as stated in the driving license, date of issue of driving license, type of driving license-Heavy/light etc., badge number, date of issue of badge, whether domicile/residence certificate is provided, if so, the number, date and issuing authority and address as stated in the certificate;
c) whether there are cases where non-Goans (who do not have domicile of 15 years) have been issued taxi driver badges and are permitted to drive taxies; and
d) the number of women taxi drivers registered in the State and whether there have been any instances where taxi driver badges were issued and revoked due to domicile requirements; if so, furnish details of each of such case?

b) the list of private practicing advocates appointed by each Village Panchayat to represent its cases with name of the Panchayat, names of advocates, appointed for the period, biodata of the advocate, whether a voter and resident of the same village, copy of the resolution appointing the advocate, monthly remuneration paid, total amount due and  paid to advocate as on date, list of matters where legal advice was sought and cases represented in Courts by the advocate, copies of the letters seeking legal advice and advice given by the advocate for the last five years;

c) whether any Village Panchayat requested for the services of Government advocates for handling its matters during the last five years; if so, furnish copies and reply;
d)  whether there are instances where the advocate was a relative of any of the serving Panch/employee of the panchayat staff of that village at that time during the last five years and if so, name of the Panchayat, name of the concerned Panch/staff, name of the advocate; and
e) whether the Government is aware that huge amount is spent by the Panchayats on advocates fighting cases instead the same amount could be spent on developmental works?
