“This House unanimously recommends that a memorial be erected in memory of Dr. Ram Manohar Lohia and Dr. Juliao Menezes and be named as ‘Dr. Juliao Menezes Memorial, Lohia Chowk, Assolna’. It is further recommended that a special Annual grant and adequate arrangements be made available to the Assolna Panchayat and a State level function be held on 18th June, every year to celebrate the Goa Revolution Day.”

Goa has got 51 notified structures under the State Archaeology Department and close to 430 additional monuments and structures with immense heritage value, the State Government is yet to put in place a ‘Heritage Conservation Policy’ to conserve and preserve these architectural monuments”.

Ministers Reply“Attention of the House is drawn as regards the large areas, especially in Salcete, Bardez, Mormugao and Ponda talukas which are facing irregular, low-pressure and tanker-dependent supply despite repeated assurances of ‘24x7 water’, the households, hospitals, schools and small businesses are being forced to plan their lives around unpredictable water cuts, and therefore urge the Government to place before this House a clear, time-bound plan to stabilise sources, reduce leakages, end tanker dependence and ensure equitable daily supply to every village and ward.”

Ministers ReplyThe attention of the House is drawn as regards the apprehension of the people as regards the proposal of the Power Department to hike the power tariff in the State, thereby putting a burden on the domestic consumers who is already reeling overburdened due to rising prices and increasing cost of living. Further, the department intends to introduce Smart Meters forcing every consumer to pay without reason, The Government should re-examine both the issues as the government can meet the revenue deficits through alternative means and the Smart Meter installation charge is avoidable and unnecessary. The steps the Government has taken to protect local employment, enforce transport and labour regulations and ensure that these platforms operate within a framework that prioritises Goa’s economic and social interests.”

Ministers ReplyI rise to draw the attention of this House to the fear and anxiety among the sports lovers of Velim Constituency due to incomplete and neglected sports facilities.
At Tolleacantto, Velim, a stadium was constructed at a cost of ₹18 crores, with a seating capacity of 5,000 people, equipped with four players’ dressing rooms, a canteen, conference room, water pump facilities, proper illumination, and parking. Yet, despite this massive investment, the ground itself has remained incomplete for the last 10 years.
Similarly, the ground at Assolna is in a deplorable condition, with a collapsed compound wall, lack of maintenance, and damaged dressing rooms. This facility requires urgent repair and upkeep. Further, the ongoing construction of the ground at São José de Areal is 90% complete in its first phase, but the work order for the second phase of laying grass turf is still pending.
In addition, the people of Dicarpalli and Sarzora require better facilities at the existing ground, which has been neglected and does not meet the needs of the local players and sports enthusiasts. Hon’ble Speaker, these facilities embody the hopes and aspirations of our youth and sports lovers. I therefore urge the Hon’ble Sports Minister to immediately intervene, complete the pending works, upgrade existing grounds, and restore these facilities to their intended purpose, so that Velim Constituency can nurture talent and uphold Goa’s proud sporting tradition.

Fear and anxiety in the minds of residents of various villages in Goa as well as urban areas as a public notice was published on 5th January that a survey of houses within the notified villages that includes a fishing village of Ambelim in Velim constituency will commence from 6th January 2026.
The programme NAKSHA which stands for NAtional geospatial Knowledge-based land Survey of urban HAbitations (NAKSHA) has been surprisingly being carried out in rural areas.
Also the date of commencement of survey provides little or no time to the house owners who are away and abroad to be present at the site as required under this survey.
This will result in untold hardship to lawful owners who will not be able to be present as no proper schedule is conveyed and sufficient time is not granted for them to make arrangements to attend the survey.
Also the fear that the predominantly rural areas like Ambelim have been marked as urban areas which will result in future hardships for the residents.
Government is requested to withdraw this notification and coordinate with the concerned central government agencies to revise and reschedule the survey by including applicable areas and giving adequate and prior notice.

Fear and anxiety among the people of Velim Constituency due to the persistent low pressure of water supply. The project for replacement of the 300mm AC pipeline with a 300mm DI pipeline, along with laying of 200mm/150mm/100mm DI pipelines from Padribhatt tapping points to IDC Margao and the Galli area of São Jose de Areal village, was tendered and proposed in the Goa Budget 2024‑25. However, this project remains pending for want of a work order, and as a result, village continues to suffer from inadequate water pressure. Adding to this hardship, there is no full‑time Junior Engineer appointed for Velim Constituency, leaving the people without dedicated technical support to address daily grievances and ensure timely maintenance. Furthermore, several other proposed works that were tendered remain pending, compounding the frustration of the people who continue to wait for basic infrastructure improvements. In, to mitigate the continuing low pressure and avoid shortage of water, there is an urgent need to construct sump tanks with overhead tanks at locations such as Moll, Dicarpalli, Orathodi, and Pocklewaddo, so that residents can be assured of a reliable and dignified water supply.
I therefore urge the Hon’ble Minister for Public Water to take immediate steps to expedite these projects, appoint a full‑time Junior Engineer for Velim Constituency, and ensure the provision of sump and overhead tanks, thereby providing long‑awaited relief to the people of Velim Constituency.

I wish to draw urgent attention to the decade‑old agitation of Dandeavaddo–Chinchinim residents which has reignited following soil testing by the National Highway Division of the PWD along the proposed NH‑66 flyover alignment. The people of Chinchinim have consistently demanded a road bypass instead of a flyover, fearing displacement, disruption, and risk to homes and lives.
Despite repeated appeals, consultations, and even No Objection Certificates issued by local Communidade bodies for land acquisition, the government has failed to provide clarity. Residents now face deep anxiety as soil testing proceeds without transparency, and they feel betrayed after years of assurances.
I therefore urge the Hon’ble Minister for Public Works to immediately convene a joint meeting involving PWD officials, highway engineers, land and environment authorities, and local Panchayat leaders to:
1. Clarify the exact alignment and scope of NH‑66 within Velim Constituency.
2. Assess the social and environmental impact of the proposed expansion.
3. Ensure community consultation and transparency at all planning stages.
4. Explore alternative alignments or mitigation strategies to protect vulnerable areas.
Chinchinim village is built on heritage, ecology, and community strength. Development must proceed with full awareness and respect for these values. I trust the Hon’ble Minister’s leadership will ensure that our people are not left in the dark and that their voices are heard.

I rise today to draw the urgent attention of this House to the matter concerning the Mt Carmel Chapel and Convent in Chimbel, a site of immense historical and cultural significance for Goa. Declared a Heritage Site on 7th December 2020 by the Town and Country Planning Department, this monument stands as a proud symbol of Goa’s indigenous Carmelite legacy.
The Mount Carmel Conservation Committee of Chimbel, along with the Carmelite Fathers of Aquem, Margao, have appealed for the return of the property to the Carmelite Order, in line with the 1940 Concordat between Portugal and the Vatican, which remains valid under the Goa-Daman-Diu Act of 1962.
I urge the Hon’ble Minister to issue a statement and take necessary steps to restore the Mt Carmel Chapel and its surrounding property to the Carmelite Order, ensuring justice and the preservation of Goa’s unique heritage.
