High unemployment rate in the State of Goa

“The House strongly recommends the Government to take serious cognizance of the high unemployment rate in the State of Goa and initiate necessary steps to provide industry-demand based job skills to at least 20,000 unemployed youth in the next two financial years under Skill Development Mission and ensure that Goan candidates are preferred in private sector jobs in the State.”

Three linear projects

This House strongly recommends the Government that the three linear projects of double-tracking of South Western railway lines, Tanmar Power Transmission and expansion of National Highway 4-A passing through the protected areas of Bhagwan Mahaveer Wildlife Sanctuary and Mollem National Park be scrapped in the interest of the public who have shown strong opposition to these three projects that threaten the ecology of the area and also in view of the recommendation by the CEC. Further, this House recommends the Government to withdraw all cases filed against citizens/NGOs for executing their Constitutional duty under Article 51-A (g) of protecting the environment against the three linear projects through peaceful protests.

Unchecked influx of gig economy workers

“Attention of the House is drawn as regards to the unchecked influx of gig economy workers employed by platforms such as Zomato, Swiggy and Blinkit, who are reportedly bringing in over 8,000 delivery agents from outside the State, along with their own vehicles bearing registration plates from other States. The steps the Government has taken to protect local employment, enforce transport and labour regulations and ensure that these platforms operate within a framework that prioritises Goa’s economic and social interests.”

Attention of the House is drawn to the issue of candidates who had applied for various posts under the PWD Labour Supply Society and whose applications were rejected without any valid reason being provided. I urge the Hon’ble Chief Minister to ensure that valid reasons for rejection are clearly communicated to the applicants, as many candidates from distant parts of South Goa such as Canacona, Quepem, Sanguem and others are compelled to travel all the way to the PWD office in Panjim to inquire about the rejection of their applications.

BORIM BRIDGE

Attention of the House is drawn to the dilapidated condition of the Borim Bridge. There is growing fear among commuters as the entire bridge trembles whenever heavy vehicles pass over it, particularly since the road passing through the Verna Industrial Estate leads directly onto the Borim Bridge. I urge the Government to take immediate action to address this issue before any untoward incident occurs.

Attention of the House is drawn to the proposed third district headquarters in Curchorem. The third district is expected to comprise of four talukas Quepem, Sanguem, Canacona and Dharbandora. The people of Quepem strongly demand that the district headquarters be established in Quepem instead of Curchorem. I urge the Government to clarify and address the growing concerns and apprehensions in the minds of my beloved Quepemkars.

002A - REFURBISHMENT/RENOVATION OF KALA ACADEMY

*Will the Minister for Art and Culture be pleased to state:

a. the steps taken to correct the errors taken place in Kala Academy after its refurbishment/renovation and whether the Kala Academy Task Force submitted the report and or provided suggestions/ recommendations regarding the sub-standard work done during the Kala Academy refurbishment/renovation; if so, furnish a copy of the report and specify the additional works including improvement/replacement works that will be undertaken to rectify the issues; 
b. whether the complaint against contractor/responsible officials have been filed for faulty works, if so, furnish details and copy of complaint and whether the sub-standard works/errors/faults/ will be rectified by the contractor and the cost is to be recovered from the said contractor or this financial liability will fall on the Government; furnish details of all works which will be carried out as suggested by the Task Force including the estimate of the works; 
c. whether the institutions/groups/ individuals were forced to bring facilities such as lights/sound system from outside; if so, the details thereof; 
d. the present status of Ravindra Bhavan in Canacona which was also found leaking and the closure of Ravindra Bhavan in Margao for artistes ostensibly due to continuous repairs and maintenance; and
e. whether any committee has been established to look into the progress/ ongoing works and monitor the functioning of Ravindra Bhavans, Rajiv Gandhi Kala Mandir, Kala Academy, Institute Menezes Braganza; if so, the details of the committee and when it was established?
