Relocates all scrapyards -Goa IDC estates

This House resolves that the Government relocates all vehicle scrapyards and metal salvage yards from residential, agricultural, and eco-sensitive village areas to designated zones within Goa IDC estates. These scrapyards pose environmental, health risks and disrupts rural life. The Government should identify existing scrapyards, develop proper equipped IDC zones and implement a phased re-location plan to ensure safe and regulated operations

Twenty Point Programme

“This House unanimously resolves to urge the Government to pass an urgent Ordinance/Corrigendum/Circular or Amendment to facilitate regularization of houses which are constructed under the Twenty Point Programme and have technical deviations which are regularizable under law. The Government can buttress such facilitation by relying on the judgment of the Hon’ble Supreme Court in Syed Muzaffar Ali and Others v. Municipal Corporation of Delhi, wherein the Hon’ble Apex Court has observed that mere departure from the authorized plan or putting up a construction without sanction does not ipso facto and without more necessarily and inevitably justify demolition of the structure. The citizen’s availing the land under Twenty Point Programme for the purpose of constructing their own dwelling house are primarily from the Scheduled Caste, Scheduled Tribe, Other Backward Classes or Economically Weaker Section and the proposed regularization will reassure the purpose of the scheme and its commitment to eradicate poverty and eliminate social and economic disparities. The Twenty Point Programme is a big boost to the society and mere deviations in technicalities should not deviate the intent and purpose behind the genesis of the Twenty Point Programme.

Promoting Football at the local level

“The House unanimously resolves to urge the Government that in the interest of promoting football at the local level, the Government relax, simplify and expedite the procedures and process for renewal of registered Societies of over 60 Football Associations who have been given a deadline of up to August 2024, to renew their registrations or else face de-recognition and also to expedite the registrations of new Football Associations that are pending with the Registrar of Societies."

Fish curry and rice to goans

This House resolves that the Government should formulate a policy to provide subsidised fish curry and rice to goans which is the staple diet of Goemkars. The constant and substantial increase in prices of essential commodities and fish is making it extremely difficult for the common Goemkars to make ends meet and thus maintain a wholesome diet. This House further resolves that this subsidised meal be provided through canteens which will be run by organisations such as women self-help groups, so that this programme will also provide an avenue of income for such organisations.”

“This House strongly resolves the Government to formulate a Heritage Conservation Policy. Goa has got 51 notified structures under the State Archaeology Department and close to 430 additional monuments and structures with immense heritage value, the State Government is yet to put in place a ‘Heritage Conservation Policy’ to conserve and preserve these architectural monuments”.

The steps the Government has taken in the matter in terms of pro active steps to eradicate these irregularities and the punitive action taken against the offenders.

Hike the power tariff in the State

The attention of the House is drawn as regards the apprehension of the people as regards the proposal of the Power Department to hike the power tariff in the State, thereby putting a burden on the domestic consumers who is already reeling overburdened due to rising prices and increasing cost of living. Further, the department intends to introduce Smart Meters forcing every consumer to pay without reason, The Government should re-examine both the issues as the government can meet the revenue deficits through alternative means and the Smart Meter installation charge is avoidable and unnecessary. The steps Government will take in this matter

Fear and anxiety in the minds of the people of Margao and Salcete due to the sudden hike in daily sopo fees by the Margao Municipal Council from ₹20 to ₹50, which has forced bakers to threaten an increase in the price of pao which is the most basic and affordable food of Goa’s working class and this arbitrary hike, imposed without consultation or any cost study, is directly hitting household food security at a time of rising inflation, and therefore I call upon  the Government to immediately intervene, suspend this irrational fee hike and ensure that no government decision is allowed to make Goa’s staple bread unaffordable for ordinary citizens.

There is widespread anxiety across Goa over the forthcoming municipal elections, with fears that ward reservations may again be announced at the last minute, causing uncertainty—especially for women, SCs, STs and OBCs—and undermining free and fair elections, contrary to Supreme Court rulings.

I urge the State Election Commission to immediately finalize and publicly notify ward reservations for all municipalities and the City Corporation of Panaji .

  1. whether the Draft CZMP 2019 was mandatorily circulated to all Panchayats, Municipalities, and concerned State Departments as required under the CRZ Notification, 2019; if so, furnish the exact dates of circulation, copies of the notifications/letters issued, and the file notings authorising such circulation; if not, the reasons for non-compliance;
  2. whether the Draft CZMP 2019 contains any deviation, relaxation, reclassification, omission, or dilution from the CRZ Notification, 2019 in respect of CRZ categories or mapped coastal features, including mangroves, sand dunes, HTL, LTL, eco-sensitive areas, fishing villages, traditional habitations, and NDZs; if so, the feature-wise and village-wise details, the area (in hectares) affected, and the specific provision of law invoked to permit each deviation;
  3. whether the Draft CZMP 2019 applies to different CRZ buffers, NDZs, or zoning norms to private land as compared to Government land, particularly in relation to mangrove protection zones; if so, furnish the exact clauses, the statutory authority under the CRZ Notification or any other enactment, and whether prior approval of MoEFCC was obtained;
  4. the name, role, and contractual scope of each agency or institution engaged in preparation of the Draft CZMP 2019; the technical methodology adopted, including the source, scale, resolution, and date of satellite imagery, the protocol for ground-truthing, and the procedure for HTL/LTL demarcation; and whether this methodology was formally approved by MoEFCC, with copies of approvals and technical reports; and
  5. the exact number of objections and suggestions received on the Draft CZMP 2019 from Panchayats, traditional fishing communities, civil society organisations, and individual citizens, the subject-wise classification of such objections, and the decision taken on each category, indicating whether it was accepted, partially accepted, or rejected, along with reasons recorded in writing?

  1. the location-wise daily ambient air quality data for all monitoring stations in Goa from 1 January 2024 till date, including AQI, PM 10, PM 2.5, and other major pollutants, as recorded by the GSPCB and CPCB;
  2. the number of days monitored and the number of days the AQI was in the ‘Good’ category (below 50) at each monitoring location during the above period;
  3. the documented health effects of exposure to air pollution under the AQI categories Satisfactory, Moderately Polluted, Poor, Very Poor, and Severe, separately for adults and children;
  4. whether any independent audit or third-party validation of air quality data collected by the GSPCB has been conducted; if so, place the audit report on the Table of the House; and
  5. whether the Government accepts that AQI levels above 50 pose a public health concern for residents and tourists in Goa; if so, the specific corrective actions taken to reduce air pollution, along with the funds spent on each action?
