“This House unanimously resolves to urge the Government to pass an urgent Ordinance/Corrigendum/Circular or Amendment to facilitate regularization of houses which are constructed under the Twenty Point Programme and have technical deviations which are regularizable under law. The Government can buttress such facilitation by relying on the judgment of the Hon’ble Supreme Court in Syed Muzaffar Ali and Others v. Municipal Corporation of Delhi, wherein the Hon’ble Apex Court has observed that mere departure from the authorized plan or putting up a construction without sanction does not ipso facto and without more necessarily and inevitably justify demolition of the structure. The citizen’s availing the land under Twenty Point Programme for the purpose of constructing their own dwelling house are primarily from the Scheduled Caste, Scheduled Tribe, Other Backward Classes or Economically Weaker Section and the proposed regularization will reassure the purpose of the scheme and its commitment to eradicate poverty and eliminate social and economic disparities. The Twenty Point Programme is a big boost to the society and mere deviations in technicalities should not deviate the intent and purpose behind the genesis of the Twenty Point Programme.

“The House unanimously resolves to urge the Government that in the interest of promoting football at the local level, the Government relax, simplify and expedite the procedures and process for renewal of registered Societies of over 60 Football Associations who have been given a deadline of up to August 2024, to renew their registrations or else face de-recognition and also to expedite the registrations of new Football Associations that are pending with the Registrar of Societies."

This House resolves that the Government should formulate a policy to provide subsidised fish curry and rice to goans which is the staple diet of Goemkars. The constant and substantial increase in prices of essential commodities and fish is making it extremely difficult for the common Goemkars to make ends meet and thus maintain a wholesome diet. This House further resolves that this subsidised meal be provided through canteens which will be run by organisations such as women self-help groups, so that this programme will also provide an avenue of income for such organisations.”

“ Attention of the House is drawn as regards the people of Goa over the depiction of extensive port limits within village areas in the Coastal Zone Management Plan (CZMP) 2019, as large stretches of rivers and riverbanks traditionally used by local communities, fishermen and riparian villages now appear to fall within port jurisdiction, creating widespread apprehension that such demarcations could gradually erode the customary rights of Goans over their rivers, restrict traditional access and livelihoods, and open the door for external authorities or commercial interests to exercise greater control over our waterways, and therefore the Government may clarify the basis on which these port limits have been shown and the safeguards in place to protect the rights of local communities”.

Ministers Reply“Attention of the House is drawn as regards the concern of people and stakeholders such as Village Panchayats, industry associations, on the introduction of the Reverse Vending Machine (RVM) and Deposit Refund Scheme (DRS) without any awareness, orientation and training in the working of the scheme and the equipments. Though the objectives are laudable as it is reduce the non- biodegradable waste and encourage responsible disposal of mainly alcohol and PET bottles, multi layered wrappers and milk cartons, the apprehension is that RVMs are turning into white elephants and gathering dust after installation without any proper awareness, orientation and training. The steps the Directorate of Panchayats will take to ensure that the scheme of RVMs and DRS will effectively operate at the ground level including making such arrangements mandatory in shopping malls and shopping departmental stores/marts”.

b) the complete details of works executed at the Shri Saptakoteshwar Temple, including phase-wise description of works, technical sanction amount, revised cost, if any, total expenditure incurred, date of commencement and completion, name of consultant/heritage expert engaged (if any), and whether structural audit was conducted; further, which authority presently bears responsibility for routine and structural maintenance and the year-wise annual maintenance expenditure incurred since completion of restoration;
c) the list of temples notified or recognised as heritage temples under the relevant State law or policy with details of temple name, village/taluka, period/heritage classification, ownership or management (Devasthan/Trust/Government), date of notification and present conservation status (good/fair/urgent repairs required);
d) the temple-wise details of maintenance, conservation or renovation work undertaken during the last five years in respect of notified heritage temples along with nature of works, technical sanction, implementing agency/contractor, source of funds (State Plan/CSS/CSR/other), expenditure incurred and present stage of completion; and
e) whether Government has framed a standard conservation policy, maintenance protocol or technical guidelines for upkeep of restored heritage temples; if so, the details thereof including frequency of inspections, structural audit norms, approved materials and methods, disaster-prevention measures, annual budget allocation and the department/local body/Devasthan responsible for monitoring and compliance?

a)furnish certified copies of the originally approved DPR, alignment plan, General Arrangement Drawing (GAD), structural drawings and cross-sections of the flyover near Dabolim Airport, along with certified copies of the revised DPR/design drawings; the precise technical/administrative reasons for revision (including defence observations, height restrictions, alignment shift, safety norms, utility conflicts, soil conditions, etc.); file numbers; and the dates of approval of each change by the competent authority;
b) furnish copies of all NOCs and statutory clearances obtained for the project, including those from the Indian Navy and the Ministry of Defence; whether any specific conditions were imposed regarding maximum height, pier location, span configuration, lighting, crane/equipment use or material specifications; and whether compliance certificates confirming adherence to such conditions have been issued;
c) the names of all consultant(s)/firm(s) engaged for survey, geotechnical investigation, design, proof-checking and supervision; their scope of work; mode of selection; contract value; amount paid to date; period of engagement; and whether professional indemnity, penalty or liability clauses are part of the agreement;
d) the original estimated cost and administrative approval amount; the revised estimated and approved cost after design changes; a specification-wise comparison covering height, number/length of spans, foundation type, structural system, materials, crash barriers, lighting, drainage and safety features; and detailed reasons for any cost escalation/reduction, including variation orders and price escalation components; and
e) whether any technical audit, vigilance review or accountability proceedings have been initiated against consultant(s) or officials for overlooking defence /height restrictions at the design stage; if so, the details and present status; if not, reasons therefor?

a) the river-wise details of port limits notified in Goa, indicating for each river the extent of jurisdiction of the Captain of Ports, date of notification, and copies of the latest notifications defining port limits and navigable stretches;
b) whether any Memorandum of Understanding (MoU), agreement or correspondence has been entered into between the Government of Goa and the Union Government or any Central agency regarding control of rivers in Goa, and if so, furnish copies of such MoUs, agreements or communications;
c) whether any proposals exist for expansion or modification of port limits or navigational jurisdiction in Goa rivers, and if so, the details thereof including rivers affected and reasons for such proposals;
d) whether the Government has approved or granted any permission, licence or in-principle clearance for construction of a jetty at Assolda (Bag-Xelvona), and if so, the details thereof including purpose of the jetty, nature of cargo proposed to be handled, agency or operator involved, and copies of permissions issued; and
e) whether any environmental appraisal, traffic or cargo assessment, or public consultation was conducted prior to approving the proposed Assolda jetty, and if so, furnish copies of such reports, minutes and approvals, and if not, the reasons therefor?

a) the category-wise list of handicraft products promoted and sold through Government channels in Goa, including but not limited to woodcraft, brassware, terracotta, bamboo and cane crafts, coir products, textiles, embroidery, shell craft and other traditional crafts;
b) the year-wise quantity and value of production and sales of each category of handicraft products during the last five years, indicating separately sales through emporia, exhibitions, fairs, online platforms and other marketing channels;
c) the district-wise and taluka-wise list of registered artisans and craftsperson’s in the State, indicating craft category, gender, age group and whether they are individual artisans or members of cooperatives/self-help groups;
d) whether the Government has assessed the gap between registered artisans and actual production and sales, and whether issues such as lack of raw materials, design support, working capital, market access or competition from machine-made/imported goods have affected artisan livelihoods; and
e) the details of schemes implemented to support artisans during the last five years, including training, design development, toolkits, financial assistance, marketing support and e-commerce linkage, along with the number of beneficiaries and expenditure incurred?

b) the details of all PPP projects initiated by the State since FY 2021-22, along with the estimated cost, sponsoring authority, implementing agency, and present status (proposed, approved, ongoing, completed, or terminated) of each project;
c) whether the PPP Cell has failed to execute or implement any projects on the PPP model since FY 2021-22; if so, provide the list of such projects, reasons for non-execution, and steps taken to address these failures;
d) furnish copies of the agenda, circulated notes, and minutes of meetings of the PPP Cell held from 1/1/2023 till date, including details of participants and key decisions taken; and
