This House recommends the Government to use the Leprosarium property in the Curtorim village  to establish a well-designed cultural centre, library, mini museum  in the name of Padma Bhushan Dr Jose Pereira to be built and managed by the Directorate of Art & Culture to boost cultural, literary and Indological  research activities in areas such as ethnomusicology, art, sculptures, architecture, sociolinguistics, folklore like  Mando, Dekhni of Goa and make Curtorim, Salcete  a well-known place for scholars, artists and international visitors

The DSLR website is one of the most visited portal among all State Government Department websites. This vital digital resource houses a wealth of crucial information, including land records, survey plans, and mutation case status, among others. Road Access to the Houses

“Fear and Anxiety in the minds of the people of Goa with regard to road access to their houses. There are thousands of houses in Goa which do not have motorable road access and instead use the traditional (kaccha) road access through private property.  The survey department failed to show access to many properties on the survey maps.  This has resulted in an increase in conflict in the villages where landlords have been blocking road access to the affected people's homes by constructing compound walls. As a result, it is almost impossible for emergency services to access such houses in case of an accident or weather-related disaster. The steps the Government has taken to initiate a State-wide exercise to identify such landlocked properties and modify the survey maps to reflect existing access to such plots”.

Delay in services-Sub-Registrar Salcete

“Fear and anxiety in the minds of the public and legal fraternity of Salcete taluka regarding the inordinate delay in services rendered by the Office of the Sub-Registrar cum Civil Registrar of Salcete. The office handles a large volume of property conveyance transactions, as well as other notarial services and the issuance of certified copies of old land records, and happens to be one of the highest revenue earners of stamp duty, registration fees etc. However, the posting of only two Sub-Registrars is found to be woefully inadequate and has affected timely delivery of public services; for example, approval of sale/conveyance deeds on NGDRS portal take an abnormally long time to come. Action the Government proposes to take in this regard.”

“fear and anxiety in the minds of the people of the South Goa in general and also the tourism stakeholder as regards the recent announcement by National Carrier Air India that it is shifting its international operations from Dabolim to Mopa Airport. It is learnt that other International airlines flying to the Middle East are likely to follow suit. This move will have a significant impact on the tourism industry in South Goa, and has left the people wondering whether it is a precursor to the eventual closure of Dabolim Airport. Request for Official Recognition of Konnsam Fest as State Festival


The attention of the House is drawn on the renewed appeal of Raia villagers in Salcete taluka to the Government of Goa for official recognition of historic Konnsam/Konsachem fest (Harvest Feast /Feast of Sheaves)  as a State Festival .The Feast cantered at the Parish Church of  Our Lady of Snows at Raia embodies the traditional blessing and distribution of the season’s first rice sheaves, signifying appreciation and harmony among partakers of all faiths. The action the government intends to take in this regard to the first harvest festival of Goa which is celebrated with great splendour and interest on 5th of August every year.

Attention is drawn of the House regarding the fear and anxiety amongst the people that when they approach the Office of Collector for regularisation of the House , it charges fees and later Village Panchayat too asks for payment . The action the government intends to take in this  regard by instructing Village Panchayats  to stop taking the said  regularisation of House charges at their end  and issue license without any further delay.

Plea for intervention on wrong timing for completion of DSSS Aadhar Seeding

 

Attention is drawn of the august House that many DSSS ( Dayanand Social Security Scheme) beneficiaries are receiving messages from Directorate of Social Welfare , Government of Goa, to \" Kindly get Aadhar seeding completed of your Saving A/c under Dayanand Social Security Scheme and submit report to Social Welfare Department, failing which your benefits will be stopped immediately.”  
It is a matter of grave concern that many of the  beneficiaries who have received these messages are  more than 70 years of age, some of them are widows and some are also disabled. 
It is presently raining so heavily in our Goa and how do these beneficiaries move about to get Aadhar seeding done.  
The action our  Government intends to take in this regard.The Government of Goa should give the aforesaid beneficiaries of DSSS at least THREE MONTHS time in the completion of Aadhar seeding as monsoon season is now at its peak.

The dysfunctional elevator of SGPDA is a matter of grave concern to the citizenry

The attention is drawn of the House   that the elevator at The South Goa Planning and Development Authority (SGPDA) Fatorda, Margao  has been dysfunctional for the past many months  and that despite  it was recently repaired, it has again stopped. People especially the senior citizens  are facing hardships to climb  to the fourth floor where it houses important offices like   TCP,SGPDA,EXCISE,SALES TAX & GST. The action the government intends to take in this regard . I also request the government  may consider shifting  all these vital offices to  the adjacent Matanhy Saldanha Administrative Complex, Fatorda, Margao.

TIMELY RELIEF TO GOANS  IN USA  WITH  EXPIRED PASSPORTS

Fear and anxiety amongst  Goans in USA specially in Texas whose Indian passport are expired and cannot travel, the Indian consulate in Houston Texas not allowing Goans to get Travel Documents to travel back to India the process is complicated and asking too many Documents to prove ones nationality despite  showing expired Indian passport. The action the State  Government of Goa  intends to take in this regard by requesting the Central government  especially MEA , to intervene and give immediate relaxation and provide fast travel documents so Goans can come peacefully without any further hardships including  arrest.

a)  the details of attacks by ferocious breeds of canine on humans that have occurred in the State for the last three years; furnish details year-wise/month-wise, nature of attack, gender and age of victim, nature of bite whether it was fatal or severely wounded, breed of the dog, age of the dog and address of the attack site; the action taken regarding the grave issue of brutal attacks by ferocious canines thereof;
b) whether the department maintains the record of ferocious breeds of canines; if so, furnish details of the total number of each breed; their respective numbers taluka-wise, village-wise, town-wise and city-wise;
c) whether the Government issued any guidelines to the owners of such ferocious breeds of canine, as to how to handle these animals which have been kept as pets; if so, furnish details thereof and if not, whether the Government will issue important guidelines, furnish details thereof; and
d) the details of the steps taken and measures contemplated to tackle the grave occurrence of attacks by ferocious breeds of canine?

Will the Minister for Factories and Boilers be pleased to state:

a) whether it is mandatory for Industries to obtain prior sanction from the Inspectorate of Factories and Boilers before employing women workers in night shifts;
b) if so, furnish a list of all permissions granted in the last five years, specifying the name of the Industrial unit, the date of sanction and the number of women workers covered under each permission;
c)  the specific due diligence and inspection protocol followed by the Inspectorate to verify the adequacy of safety measures, including safe transportation, workplace lighting, security personnel, and separate restroom facilities, before granting such permissions;
d) whether the Government is aware of some instances where women are compelled to work in night shifts which is allegedly used as a form of harassment or coercion; if so, whether any mechanism, such as a dedicated helpline or a special cell, is in place for women workers to register such complaints confidentially; and
e) the steps the Government has taken to conduct surprise inspections or periodic checks to ensure that Industries are strictly complying with the conditions laid down in the permission; and the action taken against such establishments found to be in violation?

Will the Hon’ble Minister for Inspectorate of Factories and Boilers?

(a)

Whether it is mandatory for Industries to obtain prior sanction from the inspectorate of Factories & Boilers before employing women workers in night shifts?

As per Notification dated 23.05.2025 issued by the Department, published in the Official Gazette on 29.05.2025, it is not mandatory to obtain prior sanction before employing women workers in night shifts. Copy of the said Notification is enclosed as Annexure-I. 

However, prior to 29.05.2025, prior sanction of the Government was necessary for employing women workers in the night shifts.

(b)

If so, furnish a list of all permission granted in the last five years, specifying the name of the industrial unit, the date of sanction and the number of women workers covered under each permission?

List of all permissions granted in the last five years upto 28.05.2025 is given in Annexure – II.

(c)

The specific due diligence and inspection protocol followed by the Inspectorate to verify the adequacy of safety measures, including safe transportation, workplace lighting, security personnel, and separate restroom facilities, before granting such permissions? 

Inspections are conducted as per frequency prescribed under Central Inspection System (CIS). 

Prior to issue of Notification dated 23.05.2025, before grant of permission for employing women workers in night shifts, the department used to ensure in form of objective and documentary evidence that adequate transportation, workplace lighting, security personnel and separate restroom facility are provided. 

(d)

Whether the Government is aware of some instances where women are compelled to work in night shift which is allegedly used as a form of harassment or coercion; if so, whether any mechanism, such as a dedicated helpline or a special cell, is in place for women workers to register such complaints confidentially? 

No such complaint or representation has been received by the Department till date regarding harassment or coercion. 

 

Regarding mechanism in place for women workers to register complaints confidentially, as per the information furnished by the Collector & District Magistrate, North Goa, Collector District Magistrate, South Goa and Directorate of Women and Child Development, following mechanism is in place – 

  1. SHe Box portal which proves a safe and confidential platform for women to report Sexual Harassment at work, while ensuring that the details of the complaints are handled responsibly and efficiently by the relevant Authority. 
  2. Directorate of Women and Child Development has set up Women helpline-181 is intended to provide 24 hours immediate and emergency response to women affected by violence across the State through a single uniform number.   
  3. Integrated Women Helpline with Emergency Response Support System (ERSS) with telephonic short code 112 and 112 India App and their linkage with both One Stop Centres (OSC).
  4. The State Level Control Room of Universal Women Helpline – 181 has been set up at Apna Ghar, Merces.
  5. One Stop Centre provide integrated support and assistance to women affected by violence, both in private and public spaces under one roof, facilitate immediate emergency and non-emergency access to a range of services including medical, legal, psychological and counseling support under one roof to fight against any forms of violence against women.
  6. OSC (North) is set up at Apna Ghar, Merces and OSC (South) is set up at Junta Quarters, Pajifond, Margao. 

(e)

The steps the Government has taken to conduct surprise inspections or periodic checks to ensure that Industries are strictly complying with the conditions laid down in the permission; and the action taken against such establishments found to be in violation? 

Periodic inspections are being conducted as per the frequency prescribed under Central Inspection System (CIS) to ensure compliance towards provisions under The Factories Act, 1948 & rules made there under and to ensure compliance to the conditions laid down in the permission. 

In case of violation found, action will be imitated in accordance with the provisions prescribed the Factories Act, 1948.

012C - GOA MARINE FISHING REGULATION ACT

Will the Minister of Fisheries be pleased to state:

a) the specific orders the Government has issued to regulate fishing and protect the interests of traditional fishermen with reference to the Goa Marine Fishing Regulation Act; whether \"specified areas\" have been demarcated and notified to reserve fishing zones exclusively for traditional crafts like canoes and country crafts and to restrict the operation of mechanized vessels;
b) the total number of fishing vessels currently licensed; furnish a category-wise breakdown of these licenses, distinguishing between mechanized vessels (trawlers, purse seiners) and traditional, non-mechanized fishing crafts;
c) the specific orders issued to regulate the mesh size of fishing nets to prevent the over-exploitation of juvenile fish; the enforcement mechanism in place to ensure compliance with these regulations at sea and at landing points;
d) the number of violations of the Act, including illegal fishing methods, fishing in restricted zones, and use of banned gear, have been detected in the last five years; the number of cases were penalties was imposed and the total amount of fines recovered; and
e) the Government\'s assessment of the effectiveness of the Act in achieving its primary objectives of conserving fish stocks and protecting the livelihoods of the traditional fishing community in the face of increasing mechanization?

a) the number of infrastructure development concerning Football undertaken in the past three years; furnish details year-wise/ month-wise, taluka-wise/ village-wise / town / city-wise, name of the grounds and nature of works undertaken;

b) whether the Government will consider to go for an audit and map existing football grounds and assess their conditions so they an be identified for training camps, clinics ,etc., if so, furnish details, if not, the reason thereof;

c) whether the Government will consider renovating and building new grounds with natural or artificial turfs and flood lights with minimum spectators seating capacity, washrooms, referee rooms and changing room for players, if so, furnish details, if not, the reason thereof; and

d) the Government plans for the development of infrastructure for football in the next five years, as football is a State Sport, furnish details thereof?

002 - DEVELOPING FOOTBALL AT THE GRASS ROOT AND AT THE YOUTH LEVEL

Will the Minister for Sports & Youth Affairs be pleased to state:- 

a) the details of the number of training camps conducted at (U8, U10, U12, U14, U16 & U18) across the State taluka-wise in the last two years; 

b) the details of the number of young talents identified through varied exploration programs;

c) the kits and equipments provided for enhancing their skills;

d) the various tournament and exposure programs provided in the State as well as outside her frontiers, furnish details thereof; and

e) furnish details of the plans in the pipeline with the active support of Goa Football Development Council ( GFDC) for the next five years for the development of football at the grass root and at the youth level?
